Webb, Public Works Director - 949-644-3311, dawebb@newportbeachca.gov PREPARED BY: Patrick Arciniega, Senior Civil Engineer parciniega@newportbeachca.gov PHONE: 949-644-3347 TITLE: Ocean Boulevard Sidewalk Improvements Between Carnation Avenue and Fernleaf Avenue — Award of Contract No. 7623-1 (18R25) ABSTRACT: Staff has received construction bids for the Ocean Boulevard Sidewalk Improvement project and requests City Council approval to award the construction contract to Vido Samarzich, Inc. The project consists of removal and reconstruction of concrete pavement, sidewalk, curb and access ramps, installing traffic striping and raised pavement markers, and constructing irrigation and landscaping on Ocean Boulevard between Carnation Avenue and Fernleaf Avenue. RECOMMENDATION: a) Find this project exempt from the California Environmental Quality Act (CEQA) pursuant to Section 15301 (repair and maintenance of existing highways and streets, sidewalks, and gutters involving no expansion of use) of the CEQA Guidelines, because this project has no potential to have a significant effect on the environment; b) Approve project drawings and specifications; c) Award Contract No. 7623-1 to Vido Samarzich, Inc. for the total bid price of $449,470, and authorize the Mayor and City Clerk to execute the contract; and d) Establish $45,000 (approximately 10 percent) contingency to cover the cost of unforeseen work not included in the original contract. DISCUSSION: For the past several years, City of Newport Beach (City) staff has been working with the local community to review and develop an improvement concept for completing the last missing sidewalk link on the southside of Ocean Boulevard around the Fernleaf ramp. After multiple meetings and community discussion and input, the final engineering plans were completed and put out to public bid for construction. Ocean Boulevard Sidewalk Improvements Between Carnation Avenue and Fernleaf Avenue - Award of Contract No. 7623-1 (18R25) September 28, 2021 Page 2 The location is a scenic stretch on the roadway and popular with local residents and visitors. This sidewalk segment will eliminate pedestrians from walking in the street, oftentimes with strollers and or pets. Additionally, a small vista point will be constructed to provide the public a safer viewpoint and rest area, to enjoy spectacular ocean views and sunsets. The vista point, approximately 80 square feet in size, will be equipped with a railing, bench, trash container, and a relocated monument recognizing the Kerkhoff Marine Laboratory. The existing non-native trees and bushes that obscure the view will be replaced with less intrusive native and California -friendly landscaping. The new sidewalk improvements will include several new ADA access ramps to enhance public access and safety. The ramp entrance to China Cove will receive new striping and signage to facilitate traffic flow. During construction, the contractor will need to temporarily restrict parking in this area to construct improvements. Residents should expect short-term impacts to parking and circulation. The City will work with the contractor to minimize impacts to residents and the public. At 10 a.m. on August 26, 2021, the City Clerk opened and read the following bids for this project: TOTAL BID AMOUNT Low Vido Samarzich, Inc. $ 449,470.00 2nd Optima RPM $ 459,745.25 3rd Kormex Construction, Inc. $ 518,755.00 4th HYM Engineering, Inc. $ 537,545.00 5th Beador Construction Company, Inc. $ 540,300.00 6th Gentry General Engineering, Inc $ 562,880.40 7th EBS General Engineering, Inc. $ 593,909.00 8th Pereira Building Industries $ 615,617.00 9th CT&T Concrete Paving, Inc. $ 751,013.00 The apparent low bidder for this project, Vido Samarzich, Inc., submitted a bid approximately 5% percent less than the Engineer's Estimate of $475,000. Vido Samarzich, Inc. submitted all the necessary forms and possesses a Classification "A" License and a Classification "C-27" License as required by the project specifications. A check of the contractor's references indicates satisfactory completion of similar projects for other public agencies. Work necessary to complete this contract consists of distributing construction notices to residents; construction surveying; removing and replacing pavement, sidewalk, curb and curb access ramps; constructing irrigation and landscaping; adjusting utility and survey facilities; installing traffic striping and raised pavement markings; and ensuring that outside utility owners have facilities adjusted to grade. Vido Samarzich, Inc. will have 90 consecutive working days to complete the work once given the notice to proceed. Initial work is expected to begin on November 1, 2021.
