TITLE: Resolution No. 2021-101: Certifying Funding Listed in the Federal
Transportation Improvement Program (FTIP)
/_1 16"t I:7_T91 6
The Federal Transportation Improvement Program (FTIP) is a listing of all transportation
projects over a six-year period that have federal funding. The FTIP is updated every two
years and the 2023 FTIP covers Federal Fiscal Years 2022-23 through 2027-28. Local
agencies are required to adopt a resolution certifying that the agency has the resources
to fund its projects listed in the FTIP. The City of Newport Beach (City) currently has one
project listed in the FTIP, which is the Newport Beach Bicycle and Pedestrian Bridge
Project.
RECOMMENDATION:
a) Determine this action is exempt from the California Environmental Quality Act (CEQA)
pursuant to Sections 15060(c)(2) and 15060(c)(3) of the CEQA Guidelines because
this action will not result in a physical change to the environment, directly or indirectly;
and
b) Adopt Resolution 2021-101, A Resolution of the City Council of the
Beach, California, Certifying that

The FTIP is a listing of all capital transportation projects proposed over a six-year period
that include federal funding. Projects include highway improvements, transit, rail and bus
facilities, high occupancy vehicle lanes, signal synchronization, intersection
improvements, freeway ramps, bike facilities, etc. The Orange County Transportation
Authority (OCTA) FTIP database also includes projects that are deemed regionally
significant, regardless of the funding source, and allows local agencies access to view
and amend their projects.

As part of the 2023 FTIP update, OCTA requires local jurisdictions to adopt a resolution
affirming the agencies' intent to allocate resources to fund and implement their federally
funded projects.
Currently, the City has one approved improvement project listed in the FTIP. OCTA
approved the Newport Beach Bicycle and Pedestrian Bridge project through the Bicycle
Corridor Improvement Program (BCIP) with a 20% minimum City match.
Newport Beach Bicycle and Pedestrian Bridge Project — This project, also known as
the Superior Avenue Pedestrian/Bicycle Bridge and Parking Lot Project (15T09), will
provide bicycle and pedestrian access across Superior Avenue to and from Sunset Ridge
Park. This project is currently included within the approved FY 2021-22 Capital
Improvement Program Budget.
The table below shows the estimated construction cost for the Superior Avenue
pedestrian/bicycle bridge only and does not include the cost of the parking lot, which does
not involve any federal funding.
