Box 1768 Newport Beach, CA 92658-8915 Reference: Hoag Project No. 1255.20 Name of Project East Parking Structure Subject: Low Concrete Strength At Walls, Foundations and Columns Dear Mr. Jurdi: Hoag has received and reviewed a copy of the concrete test results for the East Parking Structure, and we understand that some of these tests have not achieved the specified strength at 28 days. We have also reviewed the structural design with the project structural engineer of record and I acknowledged his May 23, 2001 letter to the City of Newport Beach that addresses design modifications to accommodate the low test results. The construction documents revised on May 22, 2001 that include the new concrete strength specifications, were reviewed and we concur and agree that the recommendation is appropriate and these changes are acceptable to Hoag Hospital. If the new design and supporting calculations comply with the Uniform Building Code, we request that the City approve the changes. On behalf of Hoag Hospital, I request that the City release their hold on concrete placement to allow the contractor to continue the work as directed by the structural engineer. This is a new concrete mix design,and its performance record has not been established. Therefore, in order to validate the projected 28-day strength Indicated In the mix design, the supplier allowed us to obtain 8 cylinder test samples for testing purposes from a jobsite test panel that the contractor poured on 05/12/00. Subsequently, two of the eight samples we tested at 7 days (05/19/00) yielded an average compressive strength of 5240 psL This result closely agreed with the 7-day strength of 5200 psi indicated in the mix design. On 06/09/00, we tested another four (4) samples that showed an average 28-day strength of 7460 psi which is 13% better than the projected 6600 psi strength. We are retaining the remainder samples for the optional 56-day test. On the basis of the above result, the subject mix design appears to be satisfactory for the strength indicated. We have also found the mix design to be In general conformance with the materials, aggregate, and proportioning requirements for concrete under Section 1905 of the 1998 Uniform Building Code. We noticed that the concrete strength came out lower than the prescribed design strength on the drawings at various locations. We have prepared calculations for several elements with the low strength and found it to be structurally adequate. We have submitted the general note sheet indicating low strength for various elements. We also provided a procedure to follow in the event the design strength is not achieved in future concrete placement. We are recommending to the contractor at this time to use a separate concrete mix design with available historical data for all interior columns and shear walls- Usa the mix design presently being used for all exterior columns and shear walls. In the event the design strength is not achieved in the 28 days test, the procedure as outlined in the revised general note sheet is to be followed. The content of this report has been discussed with the owner's representative (Leif N. Thompson)and they do not have any objection to this. 320 N.
