NEWPORT BEACH ZONING ADMINISTRATOR MINUTES 100 CIVIC CENTER DRIVE, NEWPORT BEACH ZOOM THURSDAY, OCTOBER 28, 2021
REGULAR MEETING – 10:00 A.M.
I. CALL TO ORDER – The meeting was called to order at 10:00 a.m. Staff Present: Jaime Murillo, Zoning Administrator Afshin Atapour, Assistant Planner

II. REQUEST FOR CONTINUANCES None. III. APPROVAL OF MINUTES ITEM NO. 1 MINUTES OF OCTOBER 14, 2021
Action: Approved
IV. PUBLIC HEARING ITEMS ITEM NO. 2 SMA Muir Beach LLC Tentative Parcel Map No. NP2021-013 (PA2021-216) Site Location: 15 Muir Beach Circle Council District 7
Afshin Atapour, Assistant Planner, provided a brief project description stating that this is for a tentative parcel
map to subdivide an existing parcel to an underlying tract configuration of two parcels. No new construction is proposed as part of this project and no waivers of Title 19 are proposed. The tentative parcel map would allow
for the future development of a single-dwelling unit on each parcel. Approval of the Tentative Parcel Map will allow for each single-dwelling unit to be sold individually.
Staff explained there were revisions to the draft resolution regarding clarifications regarding the Planning
Division and Public Works conditions of approval.
Applicant Andrea Maloney of Sapetto Real Estate Solutions, Inc., stated that she had reviewed the draft resolution and agrees with all of the required conditions.
The Zoning Administrator opened the public hearing. Seeing that no one from the public wished to comment, the public hearing was closed.
Action: Approved as Amended
ITEM NO. 3 CDM Properties, LLC Residential Condominiums Tentative Parcel Map No. NP2021-014 (PA2021-227) Site Location: 417 and 417 1/2 Narcissus Avenue Council District 6
Caitlyn Curley, Planning Technician, provided a brief project description stating that the tentative parcel map was for a property located at 417 and 417 ½ Narcissus Avenue. The site was previously occupied by an existing duplex, and a new duplex is currently under construction. The duplex is being converted into two condominiums so they can be sold independently. Each unit is provided with two parking spaces, one in a carport and one in
a garage, for a total of four parking spaces. The property is not located within the Coastal Zone and did not

require a Coastal Development Permit. As part of the project’s conditions of approval, the applicant will be required to improve the parkway along Narcissus Avenue and underground all utilities, among other conditions.
Applicant Matthew Watson of Watson Legal Group, on behalf of the owner, CDM Properties, stated that he had reviewed the draft resolution and agrees with all of the required conditions. The Zoning Administrator opened the public hearing. Seeing that no one from the public wished to comment, the public hearing was closed. Action: Approved V. PUBLIC COMMENTS ON NON-AGENDA ITEMS

VI. ADJOURNMENT The hearing was adjourned at 10:11 a.m.
The agenda for the Zoning Administrator Hearing was posted on October 22, 2021, at 11:00 a.m. on the digital display board located inside the vestibule of the Council Chambers at 100 Civic Center Drive and on the City’s website on October 22, 2021, at 11:30 a.m.
