Webb, Public Works Director - 949-644-3311, dawebb@newportbeachca.gov PREPARED BY: Antony Brine, City Traffic Engineer, tbrine@newportbeachca.gov PHONE: 949-644-3329 TITLE: Dover Shores Traffic Calming Improvements — Notice of Completion for Contract No. 7998-1 (Project No. 19T12) ABSTRACT: On April 27, 2021, the City Council awarded Contract No. 7998-1, Dover Shores Traffic Calming Improvements, to AToM Engineering Construction, Inc. The project included installation of a total of 16 speed cushions, and traffic calming signing and striping, within the Dover Shores and Mariners neighborhoods. The work is now complete and staff requests City Council acceptance and close out of the contract. RECOMMENDATION: a) Accept the completed work and authorize the City Clerk to file a Notice of Completion for the project; b) Authorize the City Clerk to release the Labor and Materials Bond 65 days after Notice of Completion has been recorded in accordance with applicable portions of the Civil Code -land c) Release the Faithful Performance Bond one year after acceptance by the City Council. The project also included traffic calming signing and striping along Santiago Drive, Tradewinds Lane, Commodore Road, Highland Drive, Mariners Drive, Dover Drive and Polaris Drive. The contracted work has now been completed to the satisfaction of the Public Works Department. A summary of the construction cost is as follows: Original Bid Amount: $ 151,962.00 Actual Cost of Bid Items Constructed: $ 151,962.00 Total Change Orders: $ 6,574.39 Final Contract Cost: $ 158,536.39 The final contract cost was $158,536.39, which was approximately 4.33% higher than the original bid amount. The change order work consisted of installing an additional speed cushion on Santiago Drive between Sandalwood Lane and Antigua Way, at the request of the community, as well as the relocation of 10 BUMP signs throughout the neighborhood as requested by adjacent residents. A summary of the project schedule milestones is as follows: Estimated Start of Construction per Baseline Schedule June 28, 2021 Actual Start of Construction Per Notice to Proceed June 28, 2021 Extended Contract Completion Date Inclusive of Extra Work October 13, 2021 Actual Substantial Construction Completion Date October 13, 2021 Additional time was added to the contract for the change order work on Santiago Drive FISCAL IMPACT: Funds for the construction contract were expended from the following account: Account Description Neighborhood Enhancement Fund ENVIRONMENTAL REVIEW: Account Number FATS 7011" 53601-980000-19T12 $ 158,536.39 Total: $ 158,536.39 On April 27, 2021, the City Council found this project exempt from the California Environmental Quality Act (CEQA) pursuant to Section 15301(c), Class 1 (maintenance of existing public facilities involving negligible or no expansion of use) of the CEQA Guidelines, California Code of Regulations, Title 14, Chapter 3, because it has no potential to have a significant effect on the environment. 13-2 Dover Shores Traffic Calming Improvements — Notice of Completion for Contract No. 7998-1 (Project No.19T12) November 16, 2021 Page 3 NOTICING: The agenda item has been noticed according to the Brown Act (72 hours in advance of the meeting at which the City Council considers the item).
