TITLE: FY2019-20 Streetlight Improvements (Eastbluff) — Notice of
Completion for Contract No. 7661-2 (20V02)
On September 8, 2020, the City Council awarded Contract No. 7661-2, FY 2019-20
Streetlight Improvements (Eastbluff) to International Line Builders, Inc. (ILB) of Corona,
California. The work is now complete and staff requests City Council acceptance and
close out of the contract.
RECOMMENDATION:
a) Accept the completed work and authorize the City Clerk to file a Notice of Completion
for the project;
b) Authorize the City Clerk to release the Labor and Materials Bond 65 days after the
Notice of Completion has been recorded in accordance with applicable portions of
Civil Code; and
c) Release Faithful Performance Bond one year after acceptance by the City Council.

The project removed and replaced old conduits, wires, pull boxes and streetlight heads.
The project also installed new pull boxes, LED streetlight lamps, and five new service
cabinets. Finally, the circuits along Vista del Oro between Vista del Sol and Eastbluff
Drive, and the residential streets enveloped by Eastbluff Drive and Jamboree Road, were
converted from high-voltage to medium -voltage.
The contracted work has now been completed to the satisfaction of the Public Works
Department. A summary of the construction cost is as follows:

The final contract cost at $756,478.30 is approximately 4.5%higher than the original bid
amount. Almost $19,000 of the additional cost was required for temporary power to the
streetlights due to Southern California Edison (SCE) scheduling delays. ILB provided
temporary light towers and generators to power the streetlights in the Eastbluff
neighborhoods. Additionally, ILB encountered more damaged conduits and tree root
blockages than staff expected, resulting in costs totaling approximately 14% of the
change order amount. The remainder of the extra costs were incurred due to the City
providing direction to the contractor to conduct additional streetlighting work in order to
take advantage of ILB's competitive pricing and quality work.

ENVIRONMENTAL REVIEW:
On September 8, 2020, the City Council found this project exempt from the California
Environmental Quality Act (CEQA) pursuant to Section 15302(c) (replacement of existing
facilities involving negligible expansion of capacity) of the CEQA Guidelines, California
Code of Regulations, Title 14, Chapter 3, because it has no potential to have a significant
effect on the environment.
NOTICING:
The agenda item has been noticed according to the Brown Act (72 hours in advance of
the meeting at which the City Council considers the item).
