AB 1826 AB 1594 �I :moi RRIV Will require all homes and businesses to recycle organic waste by Jan 1, 2022 0000 Mandatory Landfill AB 341 commercial alternative daily cover organics no longer AB 939 Mandatory recycling by considered commercial 2020; goal of diversion in 50% recycling recycling by 50% reduction 2020 requirement 2012; State in organics by 2000 or up goal of 75% disposal by to $10K/day diversion by 2020 fines 2020 �I :moi RRIV Will require all homes and businesses to recycle organic waste by Jan 1, 2022 0000 Revision To Chapter 6.06 (State Mandated Municipal Solid Waste Diversion Programs) ► Since January 1, 2020, the City has worked diligently to put a plan in place to meet the compliance requirements of SB 1383 -Reducing Short -Lived Climate Pollutants in California ► Part of that plan is to update NBMC section Chapter 6.06, State Mandated Municipal Solid Waste Diversions Programs from Title 6 per SB 1383 requirements. ► The proposed municipal code updates will meet the primary goals of SB 1383, which are the codification of enforcement to achieve the State's 75% organic waste diversion goal by 2025 ► Establish food recovery programs to help feed people in need. Requires Implementing New Waste 3 -Cart Collection System w Blue Recycling Cart for clean dry recyclables processed at a Clean MRF w New Green Organics Cart for yard trimmings and food scraps processed at an Organics Processing Facility — Smaller green carts for space constrained property areas w Black Trash Cart for everything else (trash) sent to Landfill w Will Increase Overall Residential Diversion Rate / Full program implementation •66• 4 Revision To 6.04 (Garbage, Refuse, Cuttings) Now Requires All Refuse Material be Placed within Carts for Pick -Up. No more bags, boxes and other material left on the ground outside the carts. Coincide with industry standards: All waste and recycling material must be placed within the appropriate provided /collection carts - 'containerized' w Increases Automation and Improves program efficiency Improves sanitation on our streets and alleys by deterring pests/varmints and preventing unsightly loose and blowing trash & debris. Cost saving in the negotiations process with CR&R for the amended combination of residential contracts. Required Containerizing Addresses Some Service Issues • Commercial & Rental Trash Mixed in • Construction/Remodel Trash • Loose Trash Creates Other Problems ➢ Increases Labor/Collection Cost ➢ Decreases Recycling ➢ Water Quality, Birds & Vectors, Wind/Rain issues Required Containerizing Addresses Some Service Issues • Improves Source Separation & Diversion Rates (Trash, Recycle, Organic) Eliminates Costly Manual Collection of Bagged and Loose Trash Requires Allows for Capture and Recycling of Green Waste Revision To Chapter 14.17 (Water -Efficient Landscaping) An additional requirement per SB 1383 is related to the enforcement of water -efficient landscaping projects. SB 1383 Article 8 requires the implementation of the Model Water Efficient Landscape Ordinance (MWELO). MWELO sets standards for new development and retrofitted landscape projects. w Requirements per MWELO are for landscape installations related to composting. w Improves water conservation & water savings, carbon sequestration, erosion control, and storm water management as well as provide habitat for beneficial insects and other wildlife Jp Further Upcoming Residential Refuse Modifications Continued Implementation of New 3 -Cart Waste Collection System w Blue Recycling Cart delivery recently completed w Green Organics Cart delivery to begin in January w Black Trash Cart size options will continue to be available •66• 11 •••• Residents can choose from Three Different Sizes for each type of containers: 96 -gal,, or 64 -gal,, or 32 -gal 5' 11" r 96 Gallons 43" Tail 2 8" Wide 31" Deep 64 Gallons 43'' Tall 26" Wide 25" Deep 32 Gallons 39 Tal. 23" 'Vide 22" Deep I � r 1 Ali. 4f- I Why Collection Day Route Changes Are Necessary w Effective February 1, 2022, CR&R will be implementing revised collection day routes to provide collection service to residents in a more efficient and less disruptive manner Re -Routing needed in order to service expanded recycling programs (3 - Cart System) to comply with state law requirements & balance loads w The re-route is intended to: — Balance out loads to ensure all daily routes can be collected on time — Increase Safety by reducing the daily number of miles traveled by collection trucks and reducing left turns — Reduce the total number of daily truck routes — Further avoid high traffic and congested areas — Reduces noise, traffic, and emissions for residents and businesses w Many residents will have their collection day adjusted as a result of this re-route •••• 14 What to Expect in Next Few Months w Second reading of these ordinance changes (Nov 30th) Resolution to change street sweeping days to better a line with necessary refuse route changes (Nov 30th) Bring forward a new Residential Refuse Hauler Contract that incorporates these necessary modifications for City Council approval (Jan 2022) SB 1383 program rollout — including the implementation of various refuse collections day changes, distribution of Green Organic Carts and collection of household organic recycling •ee• (Jan -April 2022) 15 •00• Comments or Questions Your Public Works Department Protecting and Providing Quality Public Improvements and Services
