TITLE: FY 2021-22 Streetlight Improvement Project (Harbor View Hills) —
Award of Contract No. 7661-3 (22V02)
ABSTRACT:
Staff has received construction bids for the FY 2021-22 Streetlight Improvement Project
(Harbor View Hills) and recommends that the City Council award the construction contract
to Calpromax Engineering, Inc. (Calpromax) of Placentia, California.
RECOMMENDATION:
a) Find this project exempt from the California Environmental Quality Act (CEQA)
pursuant to Section 15302(c) (replacement of existing utility facilities involving
negligible expansion of capacity) of the CEQA Guidelines, because this project has
no potential to have a significant effect on the environment;
b) Approve the project drawings and specifications;
c) Award Contract No. 7661-3 to Calpromax for the total bid price of $768,665 (base bid),
and authorize the Mayor and City Clerk to execute the contract; and
d) Establish and encumber a $76,900 (approximately 10 percent) contingency amount
to cover the cost of unforeseen work not included in the original contract.
DISCUSSION:
The City of Newport Beach (City) owns and maintains more than 6,000 streetlights. This
project continues the City's Streetlight Replacement Master Plan and replaces two high
voltage series circuits with medium voltage parallel circuits and new LED streetlights
within the Harbor View Hills area. The new circuits provide better streetlight reliability and
more energy efficiency. This project will also replace damaged streetlight poles within
the Jasmine Creek community.

On November 4, 2021, at 10 a.m., the City Clerk opened and read the following electronic
bids for this project:
The bid amount submitted by the apparent low bidder, Calpromax, is three percent below
the Engineer's Estimate of $792,150. Calpromax possesses a California General
Engineering "A" Contractors License, as required by the project specifications, and has
satisfactorily completed similar projects for other local agencies.
The work necessary for the completion of this contract consists of removing and replacing
old conduits, wires, pull boxes, streetlight lamps and damaged streetlight poles, and
installing new pull boxes and six new service cabinets. This project upgrades the circuits
along the residential streets of the Harbor View Hills South community and includes pole
replacements within the Jasmine Creek community.
Pursuant to the contract documents, Calpromax is allotted 120 consecutive working days
to complete the work. Liquidated damages in the amount of $1,000 per working day will
be assessed in case of tardy completion.
The project drawings and specifications will be available to view at the City Council
meeting or upon request.
FISCAL IMPACT:
The adopted budget includes sufficient funding for the award of this contract. Project
funding will be expensed from the following accounts:

significant effect on the environment.

The agenda item has been noticed according to the Brown Act (72 hours in advance of
the meeting at which the City Council considers the item).
