• Orange County/So. California was well positioned with water stored
• Current Water Use: —15,000 Acre Feet, AF (yr2021)
• Past Water Use: 20,000 AF (yr2000, high use year)
—16,000 AF (yr2013, pre -drought)
-13,000 AF (yr2016, drought)
• Likely Future — Drought conditions and restrictions
• Need to update the City's Water Conservation Ordinance

• Our Water Conservation Ordinance needs to meet conservation targets
during a declared water shortage
(Urban Water Management Plan and Water Shortage Contingency
Plan approved on June 81 2021.)
• Each account's 2013 historical use was the baseline used to determine
customer level cutbacks during the last drought
• Achieving the 21-28% State conservation requirements was difficult;
penalties (citations) had to be used

POLICY DISCUSSION -
PRIORITY OF WATER USE?
For Example: the City needs to achieve a 30% cutback
• Should each customer category cutback 30%?
• Or should we have different cutbacks in each category
that would still achieve an overall 30% savings?
• Priority of use: (Recommended)
1. water for health & safety, economic development
2. discretionary water use i.e. landscaping

WATER ALLOCATION METHOD?
• Allocating water based on historical water use:
• Easier to understand
• Can reward high water users and
• can penalize low water users
• Appeals expected
• Allocating water on a budges standard (indoor +outdoor)
• More difficult to administer; takes time to understand
• Creates a consistent standard all customers are
compared to

Drought Stages: (1., 2, 3, 4, 5, 6)
o are duly noticed at a City Council public hearing
o have a comprehensive local public outreach and information
campaign
o contain regional and statewide information campaigns
o Include direct customer notifications via email and utility bills
