Hi City Council, Just hoping you all can take a look at the tents popping up again and bodies on the beach so this can get better before it gets to be more problematic. I'm sure you've all heard there has been an uptick in issues with homeless (I've had to call multiple times as folks have literally taken full bags from my trash, have woken us up at 3 am rummaging through our side yard where the cans are kept and so on). Petty crimes are on the rise from what my neighbors have shared too. Bikes stolen. Stuff taken off patios, etc. due to homeless population here. Here's today by NB pier at at Marine Park. Thanks for increasing efforts here. Hoiyin Ip Received After Agenda Printed December 12, 2021 Dear Honorable City Council Members, Non -Agenda Item My name is Gary Cruz and I have lived in Newport Beach since 1986. Being new to city politics you will have to appreciate my failure to understand the need or the why now before any significant discussion. • Is this a solution looking for a problem? • Are we changing how the city has been governed for over 65 years with an initiative that is only months old? Newport Beach is a small city with 83,000 or so registered voters. To the best of my knowledge cities with elected mayors are substantially larger cities. Most cities (65%) are governed like how Newport Beach is currently governed. Is there something wrong with this form of government? How is increasing the size of districts and changing the boundaries of each district going to give citizens more of a voice? What happened to term limits? Does this not double the possible term limit for any council person that decides to run for mayor towards the end of their term? I can't imagine anyone vying for the position of City Manager in Newport Beach if this initiative goes into effect. Recently a small group of residents in my community were able to get an item on the agenda. It took over two years, but that agenda item to amend the LCP has passed through Coastal heading back to City Council for final approval. It was only through persistence, city council, and city staff discussion that a recommendation was made. On point is not so much about our success but how the process worked, and our small voice had the opportunity to be heard. Would our issue have been heard if the mayor controlled the agenda? These days you must be careful to stay on subject and not alienate half the people that have another agenda. Consolidating power with one individual is never a good idea. I may not agree with all the council members all the time, but I have confidence in the process and value the balance of power. Please show the same confidence in yourself and vote NO on this initiative. If there is something wrong with the current form of city government then discuss but let's not move without that discussion. The system that Newport Beach has to select our Mayor has worked for years. There is no reason to change that now. It has given everyone a chance to be Mayor. It should not be a permanent position. That is not democracy and would mean that we would have a dictator in place because he would have so much control over what was brought up in Council meetings.
