The following comments on items on the Newport Beach City Council Redistricting Committee agenda

Item III. PUBLIC COMMENTS ON NON-AGENDA ITEMS
The cryptic agenda does not make clear if this is expected to be the Committee’s final meeting.
The tentative schedule posted on the City’s redistricting website shows no meetings between
now and when the committee recommendations are presented to the City Council on March 8,
2022. That implies this will be the last meeting, since by its enabling Resolution No. 2021-86,
the Redistricting Committee meetings are conducted “in accordance with the Ralph M. Brown
Act,” which presumably means it can deliberate only at a noticed meeting open to the public.
Or do the committee members understand the resolution means only it will follow Brown Act
procedures when it meets in public, but can hold non-public meetings as well? The public
should know.
Item IV.a. Draft Minutes of November 8, 2021
The passages shown in italics below are from the draft minutes with suggested corrections
shown in strikeout underline format.
Page 1, Item II, Staff Present: “Justin Levitt, Consultant, NDC (National Demographic
Demographics Corporation)”
Page 2, line 4: “… a rank ordered list of criteria which must be considered in order,:
undivided neighborhoods and communities of interest, easily identifiable boundaries, and
compactness.” [first comma should be a colon]
Page 2, full paragraph 4, sentence 4: “This presentation and all of the information provided
is available on the City’s website at newportbeachca.gov/redistricting.” [This may well have
been said, but it does not seem to be true. I have been unable to find a copy of the
November 8 presentation at that address (on anywhere else).]
Page 3, paragraph 1: “Dr. Levitt stated NDC would create three or four draft map options in
addition to any full maps provided by the public.” [Again, this may well be what was said, but
only two consultant offerings have been posted.]
Page 3, paragraph 6: “Council Member O'Neill stated there were 1,550 people in the
Newport Shores area, which was more than he expected.”
Page 3, paragraph 11: “Dr. Levitt explained that the number numbers listed were the
minimums.”
