an arbitrary map, obtained by simply coloring the provided "precincts" from left to right
with no consideration other than the population targets.

I found the application good in concept, but frustrating to use in practice because the
"precinct" boundaries, and even the block level ones, did not appear to align with
property lines, making it difficult to tell if one was including residences on both sidesof a street or only one. Plus a district boundary could not be drawn along many lines
one might want to use.
Also, the site seems all about reducing partisanship and improving minority votingrights. But none of that is relevant in Newport Beach since we vote at large, meaning
each elected represents exactly the same people (everyone) regardless of how the
boundaries are drawn. So the lines have little to do with parties or factions. Instead,
they only create a residency requirement for candidates, and are intended to ensure

balanced geographic representation on the Council. Since there is no bar to any
registered voter in a district (but only register voters) filing to run, it would seem the
objective should be to ensure a nearly equal numbers of eligible voters of various
stripes, not population, in each district. But the "app" does not tell us how we're doing
on that.
