Webb, Public Works Director - 949-644-3311, dawebb@newportbeachca.gov PREPARED BY: Andy Tran, Senior Civil Engineer, atran@newportbeachca.gov PHONE: 949-644-3315 TITLE: Jamboree Road Pavement Rehabilitation and Reclaimed Water Conversion (Project No. 21 R15) — Award of Contract No. 7885-2 ABSTRACT - City of Newport Beach (City) staff has received construction bids for the Jamboree Road Pavement Rehabilitation and Reclaimed Water Conversion project and requests the City Council's approval to award the construction contract to All American Asphalt. This project will cold mill and overlay the existing asphalt pavement on Jamboree Road from East Coast Highway to Ford Road/Eastbluff Drive, and reconstruct concrete median curbs and other deteriorated concrete improvements. Additionally, the existing potable water irrigation system within the medians will be replaced and converted to a reclaimed water irrigation system. RECOMMENDATION: a) Find this project exempt from the California Environmental Quality Act (CEQA) pursuant to Section 15301(c), Class 1 (maintenance of existing public facilities involving negligible or no expansion of use), of the CEQA Guidelines, because this project has no potential to have a significant effect on the environment; b) Approve the project plans and specifications; c) Award Contract No. 7885-2 to All American Asphalt for the total bid price of $3,955,555.55, and authorize the Mayor and City Clerk to execute the contract; d) Establish a contingency of $396,000 (approximately 10 percent of total bid) to cover the cost of unforeseen work not included in the original contract; and e) Approve Budget Amendment No. 22-035 appropriating $28,717 in new revenue and expenditures from Lumen Technologies, Inc. (Lumen), Orange County Water District (OCWD), and Orange County Sanitation District (OCSD) to 13501-980000-21 R15. 9-1 Jamboree Road Pavement Rehabilitation and Reclaimed Water Conversion (Project No. 21 R15) — Award of Contract No. 7885-2 January 11, 2022 Page 2 DISCUSSION: At 10 a. m. on December 7, 2021, the City Clerk opened and read the bids for this project: BIDDER TOTAL BID AMOUNT Low All American Asphalt $ 3,955,555.55 2nd R.J. Noble Company $ 4,414,855.00 3rd Excel Paving $ 4,545,990.00 The City received three bids for this project. The low bidder, All American Asphalt, possesses a California State Contractor's License Classification "A", as required by the project specifications. A review of references for All American Asphalt shows satisfactory completion of similar contracts for the City and other municipalities. All American Asphalt was also recently awarded the East Coast Highway and Marguerite Avenue Pavement Rehabilitation project. The low bid was 16.5 percent below the Engineer's Estimate of $4,740,000. The disparity between the bid price and the Engineer's Estimate is mainly due to the lower unit prices for various concrete improvements. Since All American Asphalt will already be mobilized in Newport Beach to complete the East Coast Highway and Marguerite Avenue Pavement Rehabilitation project (contract awarded by City Council on November 30, 2021), staff believes the bid unit prices may be lower than the estimated unit prices due to the larger quantity of similar work. The proposed project includes cold milling and overlaying the existing asphalt concrete pavement with new rubberized asphalt concrete pavement; constructing localized full -depth pavement repairs; reconstructing deteriorated concrete sidewalks, curbs, gutters, medians, median curbs and access ramps; adjusting utility boxes to grade; installing new traffic signs; replacing traffic signal detector loop; restriping the pavement; converting the existing potable irrigation system in the medians to a reclaimed water irrigation system; installing new median turf; replacing a deteriorated storm drain line; constructing new parkway drains in the median; and other appurtenant items of work. Pursuant to the contract specifications, the contractor will have 80 consecutive working days to complete the work. Work is scheduled to start in February 2022 and to be completed by June 2022. FISCAL IMPACT: The Fiscal Year 2021-22 adopted Capital Improvement Program budget includes sufficient funding for the award of this contract. A budget amendment is also requested to appropriate additional contribution funding revenue into the project as shown below.
