VIRTUAL MEETING TO DISCUSS CHANGES TO
RESIDENTIAL DESIGN STANDARDS FOR “VE” FLOOD
ZONE PROPERTIES
Dear Property Owner,
The City of Newport Beach Community Development Department will host a virtual community
meeting to discuss proposed changes to residential design standards applicable to West
Ocean Front properties, generally located between 24th Street and 48th Street, and designated
by the Federal Emergency Management Agency (FEMA) as being in the “VE” Flood Zone. The
affected property owners and nearby residents are invited. You are receiving this notice
because your property is located within the VE Flood Zone and you will be directly impacted
by the potential changes.
The changes are in response to the latest flood hazard avoidance requirements imposed by
FEMA that require the entire (new) home and foundation to be elevated above potential wave
action. Specifically, the proposed changes are intended to allow the use and access to the
front and side yard setback areas when a future home must be elevated several feet above
the existing grade.
The City is considering changing zoning standards to allow raised walkways, decks, and stairs
with necessary guardrails to encroach into the front and side yard setback areas to provide
use and access to and from the ground. The raised decks and walkways would be elevated
similarly to the required elevated finished floor of the new home.
