Recommending a new, combined, contract now in order to: • Ensure City has necessary contract to provide future Residential Refuse Collection and Disposal Services • Ensure Compliance with Current and Pending State Laws • Merge current Two Contracts into One • Implement New or Improved Means and Methods • Manage and Minimize Program Cost • Minimize Impacts to Residents •66• Citywide Residential Refuse Collection Current 2 -Cart Collection System (Newport City Contract) • Black -Lid Trash Cart is processed at a `Dirty' MRF* • Organics currently placed in Black -Lid Trash Cart, separated out at MRF, then landfilled • Blue -Lid Recycling Cart is processed at a `Clean' MRF* • All Households now have Blue -Lid Recycling Carts • Residential Dry Recycle Diversion Rate: ,., *MRF — Material Recovery Facility Newport Coast Residential Refuse Collection Current 2 -Cart Collection System (Newport Coast Contract) • Black Trash Cart waste is sent directly to the landfill • Organics currently placed in Black Trash Cart and landfilled • Brown Recycling Cart is processed at a `Clean' MRF* • Recycling cart included in the basic level of service • Residential Dry Recycle Diversion Rate: 41% *MRF — Material Recovery Facility Proposed New, Waste 3 -Cart Residential Collection System • Blue Recycling Cart for clean, dry recyclables processed at a Clean MRF • Green Organics Cart for yard trimmings and food scraps processed at an Organics Processing Facility. — Smaller green carts for space constrained property areas • Black Trash Cart for everything else (trash) sent to Landfill •66• Some Service Issues that are being addressed Defining how much trash should be included within the City paid collection. Require All Refuse Material be Sorted & Placed within provided Carts for pick-up.
