City Council Solid Waste Working Group
Now focused on Citywide Residential Refuse Collection Service.
Currently both contracts with CR&R are approaching end of their
terms. Recommending a new, combined, contract now in order to:
• Ensure City has necessary contract to provide future Residential
Refuse Collection and Disposal Services
• Ensure Compliance with Current and Pending State Laws
• Merge current Two Contracts into One
• Implement New or Improved Means and Methods

Proposed Collection/Processing Modifications
• Expand to 3 -Cart Program for all Households in City with addition of
Required Blue Recycling Carts (dry recyclable items) and Green
Organics Carts (Green Waste & Food) & Source Separation
• Increase Automation. Require All Refuse Material be Sorted &
Placed within provided Carts for pick-up. (No more bags, boxes and
other material left on ground outside the carts requiring manual pick-up)
• Free consolidated Bulky Item Pick -Up Service limited to up to five
specific collection pick-ups (with up to five items each) per household
per year (as opposed to unlimited bulky collections currently)
• Significant Construction/Remodel projects that do not fit within
allotted provided cart service will be directed to special collection
pickup (dumpster, bulky item, other)

Waste Collection Carts
• Each household, at no cost, is allowed up to:
- 96 gallons of trash (Black Cart)
- 192 gallons on recyclable waste (Blue Cart)
- 96 gallons of green organic waste (Green Cart)
That's 384 gallons, or approximately 77, 5 -gal buckets, or 50 cubic
feet of waste a week at no cost* to the household
• Households may have more of any carts, but there will be a small
extra charge of up to $6.09 per month
• Standard and Premium Valet Service (CR&R operator moves carts in
and outforservice) will be available for a small fee
* The City does charge a small household monthly Recycle Fee of up to $6.28 to
partially recover current costs incurred by the City in satisfying State -mandated
recycling requirements

Additional Collection/Processing Modifications
• New collection 7ruMs to service the organics routes.
• New split body collection trucks for collection in space confined areas like
the Peninsula and Balboa Island.
• Require 7 -Year average collection vehicle age, with no vehicle over 10 -
years old

Why Collection Day Route Changes Are Necessary
Effective February 1, 2022, CR&R will be implementing revised collection day routes.
• The Re -Routing is necessary and intended to:
— provide collection service to residents in a more efficient and less disruptive
manner
— Provide for expanded recycling programs (3 -Cart System)
— Balance out loads to ensure all routes can be collected on time
Increase safety by reducing the daily number of miles traveled by collection
trucks, reducing the total number of daily truck routes
Further avoid high traffic and congested areas, reduce noise, traffic, and truck
emissions
• Many residents will have their collection day adjusted as a result of this re-route
• Street sweeping schedules will also be adjusted as a result

New Residential Refuse Collection Contract Cost
Current CR&R Contracts Costs
• Current contracts cost of approx. $4.9 million annually (2021)
• Direct cost is paid for by the City's General Fund
(Per Municipal Code 6.04.140: Residents are not directly charged for residential refuse)
• City Recycle Fee generated $970,000 in revenue (@ $3.00 per household)
• 2021 City Cost for Residential Refuse Collection & Disposal $3,930,000
Proposed new 8+2 Year Contract (not to extend beyond December 31, 2031)
• Proposed contract cost of approx. $7.8 million annually (year 1)
• Year 10 Cost - $9.3 million (includes annual CPI adjustment)
• Direct cost is paid for by the City's General Fund
• City Recycle fee generated $2,331,000 in revenue (@ $6.28 per household)

• Sort out dry recyclable items and put them in your Blue Recycle Cart
• Break down all boxes and put them in your Blue Recycle Cart.
• Make sure you put all refuse in your proper carts. No material left
outside on the ground. If you regularly need more carts, call and
