PUBLIC POLL SUMMARY:
•Poll was posted on Arts Orange County’s website SparkOC.com
•25 works qualified by the Arts Commission were included for consideration
•Participants were allowed to vote for up to three favorite works
•Poll was open on SparkOC.com from Dec. 10, 2021 through Jan. 10, 2022, and
promoted by both the City of Newport Beach and Arts Orange County
•Order of depicted works was shuffled at random every few days so that no
work will enjoy any positioning advantage
•Finalists as chosen by the public poll must still pass a thorough review by our
installation service, confirmation of availability in the condition submitted, and
a successful execution of a contract with the artist. Alternates may take the
place of finalists in any event of a Finalist failing to pass these steps.
•Final vote on whether to approve the presented finalists to be installed rests
with the Newport Beach City Council.
VOTE AUDIT SUMMARY:
•Voters were required to provide a valid email address, report the ZIP code of their
residence, and complete a reCAPTCHA security step to affirm that they weren't a bot.
•There were 390 successfully‐logged entries, registering a total of 1,084 votes. This
correlates strongly with the 1,091 votes received for Phase VI.
•After downloading the raw logs of all voting attempts, successful and otherwise,
ArtsOC Staff deleted the failed attempts, then went back and deleted any entries
which did not provide a Newport Beach ZIP code.
•The poll also captured the IP address, time of voting, and type of device used to vote
with. ArtsOC Staff used these tools to identify potential cases of double‐votes ‐for
example, if two votes from the same IP address happened within minutes, voted for
the same works, and had similar enough email addresses such as NAME@gmail.com
and SAMENAME@yahoo.com, one of those votes would be deleted. If the email
addresses were different enough, staff deferred on the side of permitting them, since
it could have been the product of multiple people voting on the same computer from
the same household.
•After these steps were completed, ArtsOC had a validated total of 346 voters casting
985 votes.
