The following documentation is required to complete the application: Notary Acknowledgement 1. Notarized Owner’s Signature Required. Applications involving a parcel map require a notarized signature from the property owner(s) accompany the Planning Permit Application. Sample is attached for reference. Notice of Application Filing 2. Notice of Application Filing. Please provide proof of posting of the Notice of Application Filing. This may be done by forwarding a photograph confirming placement of the posting on the site. Water Quality Management Plan 3. Water Quality Management Plan. The project is considered a Priority Project, as it involves the replacement of 5,000 or more square feet of impervious surface on an Page 2 already developed site. As such, the submitted WQMP will be routed for review and approval prior to Zoning Administrator consideration of the project. An additional review fee of $750.00 is required for the review. Impact Fees Required 4. Park Dedication and Transportation Corridor Fees. Just an FYI, the project will be subject to Park Dedication and Transportation Corridor impact fees based upon a net increase of one dwelling unit. At this time the Park Dedication fee is $26,125 and the Corridor fee is $1,923 (based upon fee schedule adopted by City Council on 8/26/2019). Plan Corrections/Revisions 5. Parking. Can the mechanical space be slightly reduced in depth so as to provide a conforming guest parking space depth of 20 feet? 6. Signs. The proposed signs will require a separate application and approval of a Sign Program. Please add a note to that effect on the Front (North East Elevation). Project Description and Justification 7. Provide written justification supporting each of the required findings for a modification to minimum required parking space dimensions. Required findings attached for reference. 8. Provide written justification supporting each of the required findings for a Coastal Development Relief from Implementation Development Standards (i.e, reduction in number of off-street parking spaces for commercial use). Required findings attached for reference. Department Comments 9. The initial plans and project description have been routed to various City Departments for their review and comments. Comments from Building and Public Works have been received and are attached. Comments from Fire Safety will be forwarded as soon as that Department’s review is complete. Please respond to all department comments with your next resubmittal and revise plans as necessary. Signature (seal) PA2020-059 SAMPLE Modification Findings (20.52.090) 1. The requested modification will be compatible with existing development in the neighborhood; 2. The granting of the modification is necessary due to the unique physical characteristic(s) of the property and/or structure, and/or characteristics of the use; 3. The granting of the modification is necessary due to practical difficulties associated with the property and that the strict application of the Zoning Code results in physical hardships that are inconsistent with the purpose and intent of the Zoning Code; 4. There are no alternatives to the Modification Permit, that could provide similar benefits to the applicant with less potential detriment to surrounding owners and occupants, the neighborhood, or to the general public; and 5. The granting of the modification would not be detrimental to public health, safety, or welfare to the occupants of the property, nearby properties, the neighborhood, or the City, or result in a change in density or intensity that would be inconsistent with the provisions of this Zoning Code. Relief from Implementation Plan Development Standards (21.52.090) 1. The granting of the modification is necessary due to practical difficulties associated with the property and that the strict application of the Implementation Plan results in physical hardships; 2. The modification complies with the findings required to approve a coastal development permit in Section 21.52.015(F); 3. The modification will not result in development that blocks or significantly impedes public access to and along the sea or shoreline and to coastal parks, trails, or coastal bluffs; 4. The modification will not result in development that blocks or significantly impairs public views to and along the sea or shoreline or to coastal bluffs and other scenic coastal areas; 5. The modification will not result in development that has an adverse effect, either individually or cumulatively, on coastal resources, including wetlands, sensitive habitat, vegetation, or wildlife species; and 6. The granting of the modification will not be contrary to, or in conflict with, the purpose of this Implementation Plan, nor to the applicable policies of the certified Local Coastal Program.
