(EMS) has prepared this plan describing the proposed installation of an off -site groundwater quality monitoring well related to environmental investigation for Mr. Best Cleaners located at 2939 East Coast Highway in Corona Del Mar (Newport Beach), California. The proposed well location is shown on Figure 1 attached. The well is being required by the California Department of Toxic Substances Control (DTSC). A copy of the DTSC request and approval are attached.. Additional assessment is required by the DTSC to investigate the possible off -site lateral extent of volatile organic compounds in groundwater. Provided herein is a plan for the installation, sampling and removal of the groundwater monitoring well. The well will be removed and the pavement restored to City of Newport Beach specifications once completion of environmental corrective action has been approved by the DTSC. It is anticipate that the well will be in -place for one to two years. Scope of Work Provided below is a description of the general scope of work EMS proposes for installation of the off -site groundwater monitoring well as required by the DTSC. EMS is a California General Engineering Contractor (License 920248). Well installation will be scheduled for a day when street sweeping will not be performed on either side of the Heliotrope Avenue. Pre -Field Activities • Obtain necessary drilling permits from the County of Orange Health Care Agency. • Obtain encroachment permits from the City of Newport Beach (applications attached) • Review, previously established sampling and health and safety protocols. • Secure access to proposed sampling locations. • Mark well location for Underground Service Alert Notification. • Provide written notice of construction dates to nearby residences and businesses. • Notify City of Newport Beach of field work as required by the encroachment permit. 8 Goodyear, Suite 125 Tel (949) 679-9500 Irvine, CA 92618 Fax (949) 679-9501 April 26, 2017 Page 2 of 3 Traffic Control The street and sidewalks will not be closed for construction of the well. EMS will secure a permit to place no parking signs supplied by the City of Newport Beach on both sides of Heliotrope Avenue for a distance of approximately 170 feet northeast and southwest of the well location. No parking signes will be place the day before drilling to warn residence no to park within the designated area during the specified work hours. Traffic control will be performed according to the WATCH manual. Traffic safety cones, "Construction Ahead" warning signs and flag -men will be utilized for this project. Groundwater Monitoring Well Installation The surface of Heliotrope Avenue where the groundwater monitoring well is to be installed is paved with asphalt (Figure 1). An 18-inch diameter core will be removed from the asphalt pavement for installation of the well and an 8-inch diameter traffic -rated steel man -way cover. A truck -mounted hollow -stem drill rig equipped with 8-inch diameter hollow -stem aurger will be used to drill the boring for well installation. Plastic sheeting will be placed in the work area to prevent soil from contacting pavement. Based on previous drilling at the site, groundwater is anticipated to be encountered between 55 and 60 feet bgs. The hollow -stem auger will be advanced to approximately 10 feet into groundwater at each boring location. A two-inch diameter Sch. 40 PVC groundwater monitoring well will be installed in the boring. The screen section of the well will extend at least 10 feet into groundwater. A diagram of a proposed combined soil vapor and groundwater monitoring well is provided as Figure 2. An 8-inch diameter steel man -way (well cover) will be installed at the surface for safety and access for sampling (Figure 2). The cover will be set in a minimum of 8-inches of Rapid -Set concrete and installed flush with the surface of surrounding pavement. Delineators and caution tape will be placed around the well for a 24 hour period to allow the Rapid -Set concrete to cure to 5,000 psi compression strength. Groundwater Monitoring Well Removal The groundwater monitoring well will be removed under permit from the Orange County Health Care Agency once closure of the environmental case has been granted by the over sight agency (DTSC). BEST CLEANERS SITE, 2939 EAST COAST HIGHWAY, CORONA DEL MAR, ORANGE COUNTY Dear Mr. Marello: Edmund G. Brown Jr. Governor The California Department of Toxic Substances Control (DTSC) received the above report (Report), dated October 11, 2016, on December 1, 2016. Upon review of the Report, DTSC has the following comments: Geological Services Branch: Additional soil vapor sampling is necessary in the soil vapor probes adjacent to the residential area. Both shallow and deep sampling will give a better prospective on whether concentrations that are from residual soil vapor or from concentrations in groundwater. After review of the preliminary groundwater data, it can be established that the groundwater flow direction is to the northwest, thus supporting that concentrations reported in groundwater are not from the dry cleaner across Pacific Coast Highway (northeast) or from the other dry cleaner across Isis (southwest). It appears that perch loroethylene (PCE) in groundwater reported in GMW-1 is from the Mr. Best Dry Cleaner site (the Site). The concentrations reported in GMW-2 and GMW-3 reflect attenuation due to being down- and cross -gradient from the primary source. We recommend the installation of two additional groundwater monitoring wells: one up -gradient well to determine up -gradient conditions and to confirm that there are no off -site sources contributing to the observed PCE in groundwater, and one well approximately 50 feet down -gradient from GMW-1 to determine concentrations at the edge of the Site and to assist in determining the rate of attenuation. 9 Mr. Michael Marello, PG, CHG January 25, 2017 Page 2 Human and Ecological Risk Office (HERO) The report is well prepared and the descriptions of the potential risks based on the data collected and the risk assessment are acceptable. The risk assessment examines potential risks to commercial workers on -Site as well as existing neighboring residences and hypothetical future residents on -Site. HERO has the following comments and recommendations: 1) HERO notes that the largest risks predicted are to commercial workers due to the residual sub -slab soil -gas samples and the use of default assumptions on attenuation (as high as 1.8 x 10"5). However, HERO concurs with the additional assessments looking at the indoor air sampled in the two vacant units prior to and after cleanup that do not support the risk estimates based upon the default attenuation factors and support alternative maximum risk estimates. Residual risks for commercial workers based upon modeling deeper soil vapor probes (5- 40 ft bgs) are less than 1 x 10-6 or a non -cancer hazard level of 1. Indoor air levels of PCE in the two vacant units following completion of remediation were less than measured outdoor air (see Comment 2). Indoor air was not sampled in the dry cleaners and the restaurants. However, the post remedial levels of PCE in shallow soil vapor below the buildings in the different units appear to be similarly low and are unlikely to impact the dry cleaners at a level greatly different than the two empty units. 2) HERO notes that PCE in outdoor air is relatively high near the dry cleaners and is currently higher than what was measured indoors, suggesting that there may be a source of PCE emissions nearby. The Report describes other dry cleaners located close by which may be actively using PCE. The additional lifetime cancer risk from the PCE in outdoor air is between 2 to 3 x 10-6 for a resident. 3) HERO concurs with the risk estimates for future residents on the Site, which are low, ranging from less than 1 x 10-6 to as high as 3 x 10-6 in the different vapor probes with the highest PCE concentrations generally found in the deeper probes closer to groundwater. However, HERO wishes to note a potential uncertainty in the risk assessment of future risk to the Site for possible residential reuse. The assessment of potential risks for a future resident on -Site do not include the sub - slab measurements and the approximately 10x higher estimates of indoor air levels which are predicted when using the default empirical attenuation factors required by DTSC guidance for evaluating sub -slab vapor probes. Residential reuse of the Site would entail significant redevelopment and changes to the site, which makes the current indoor air and sub -slab measurements used in evaluating the commercial risk scenario unlikely to be representative of future conditions for future residents. Therefore, in order to reduce uncertainty on potential risks for future residents, HERO recommends restricting the site to commercial uses or requiring additional vapor intrusion evaluation or mitigation to be included as part of a future redevelopment. Mr. Michael Marello, PG, CHG January 25, 2017 Page 3 4) HERO concurs with the current assessment of risks to the neighboring residents of a maximum of 1 x 10"6 based on the vapor probes closets to the residential buildings at 5 and 15-ft bgs and 2 x 10-6 based upon the levels measured in deeper soil -gas (at SG-31) associated with the source in groundwater (which was highest in concentration at GMW-1). HERO notes that the DTSC Project Geologist has recommended two additional groundwater wells up and down gradient of GMW-1. HERO recommends installing two additional multi -depth vapor probes at 10, 20, and 40-ft co -located with these two new wells. When sampling groundwater, HERO recommends sampling the two recommended vapor probes in addition to sampling vapor probes SG-28, SG-31, SG-18, SG-20, SG-33 and SG-34 to better establish vapor intrusion risks to the off -Site residents.
