Contractor shall maintain containment berms at all times. David Vilas is the primary point of contact for MBC, who is performing bathymetry surveys and eelgrass transplant. Bob Stein is the primary point of contact for the City of Newport Beach. Communications Erin Jones, Karyl Palmer, and Mike Nieto will be the primary points of contact over the course of the project. At the end of each day, RECON's daily site monitor will provide progress updates to Mike, Karyl, and Erin. Public relations issues should be brought to Erin, who can coordinate with USACE Public Affairs Office and Bob Stein at the City, as needed. Schedule Sediment removal work is expected to begin Monday, October 23, around the hours of low tide approximately 6:30pm. The initial work may require working past noise ordinance hours, and a noise permit is being requested from City staff. The sediment removal work is expected to take approximately 2 weeks. Fence removal and replacement around the tern island is expected to take another 1 to 2 weeks after that. Follow up work after project completion includes biological surveys and weeding/ planting. Equipment & Ingress/Egress The Contractor will use 1-2 excavators, a bulldozer, and 1-2 dump trucks to complete the work. See below figure for a map of the work area. An encroachment permit application will be submitted to use the City's yard adjacent to the oil derrick for staging (pink dotted). The first day of work will involve building earthen berms in the channel at the boundaries of the sediment removal area (blue) to keep water out of the work area. Proposed ingress/egress routes are shown in purple. The Contractor will only be digging within the sediment removal area (blue), and will not be digging near the City's oil line. Equipment would need to cross the City's line to enter/exit the sediment removal area. Equipment needed to replace the fencing around tern island would cross the channel north of the sediment removal area (purple). Pre -con Status City permits. Marathon will submit permit applications for an encroachment permit to use the City's yard next to the oil derrick for staging, and a noise permit to operate past noise ordinance hours on Monday, October 23. Surveys. Pre -construction surveys including biological and bathymetric surveys have been completed. The Contractor has completed and will submit the SWPPP. USACE is coordinating eelgrass surveys and transplant with NOAA NMFS. USACE has coordinated and received concurrence from CCC and USFWS. Construction Coordination While the sediment removal is only expected to last 2 weeks, weekly construction meetings will tentatively be held on -site on Thursdays at 11 a.m. USACE and RECON personnel will attend to discuss project progress with Contractors. Community Coordination Erin Jones will work with Bob Stein to notify the neighboring community of project start dates and status updates.
