Acceptance of Donations for the Police, Fire and Library
Departments from the Dorothy Arens Ressel Trust
The Finance Department requests City Council approval to accept donations from the
Dorothy Arens Ressel Trust for the benefit of the Police, Fire and Library Departments.
The donations will be set aside in deposit accounts and may be used by these
departments for any governmental purpose.
RECOMMENDATION:
a) Determine this action is exempt from the California Environmental Quality Act (CEQA)
pursuant to Sections 15060(c)(2) and 15060(c)(3) of the CEQA Guidelines because
this action will not result in a physical change to the environment, directly or indirectly;
and
b) Accept donations from the Dorothy Arens Ressel Trust for the benefit of the Police,
Fire and Library Departments that in total are anticipated to equal or exceed $120,000
and authorize the City Manager to take any actions necessary to accept these
donations.
DISCUSSION:
Under City Council Policy F-3 — Budget Adoption and Administration, the City Manager
may accept donations of up to $30,000. Larger donations require approval by the City
Council. Staff was recently notified that a Newport Beach resident, Dorothy Arens Ressel,
left a 3% share of her estate to be divided equally between three City of Newport Beach
(City) departments: the Fire Department, the Police Department, and the Newport Beach
Public Library. As the affairs of the estate are concluded, the City will receive multiple
distributions of assets from the trust that was set up for this purpose. Staff recently
received the first distributions of $19,281.50 each for the three named departments and
anticipates that additional distributions will be made in the future. The total amount of the
donations is estimated to be approximately $120,000, or $40,000 for each department.
The donated funds are restricted for the use of these departments, but otherwise may be
utilized for any governmental purpose.

FISCAL IMPACT:
As a result of these donations, the Police, Fire, and Library Departments will each receive
approximately $40,000 to be utilized for any governmental purpose.
ENVIRONMENTAL REVIEW:
Staff recommends the City Council find this action is not subject to the California
Environmental Quality Act (CEQA) pursuant to Sections 15060(c)(2) (the activity will not
result in a direct or reasonably foreseeable indirect physical change in the environment)
and 15060(c)(3) (the activity is not a project as defined in Section 15378) of the CEQA
Guidelines, California Code of Regulations, Title 14, Chapter 3, because it has no
potential for resulting in physical change to the environment, directly or indirectly.
