Webb, Public Works Director - 949-644-3311, dawebb@newportbeachca.gov PREPARED BY: Patrick Arciniega, Senior Civil Engineer parciniega@newportbeachca.gov PHONE: 949-644-3347 TITLE: Mission Bay Drive Street Improvements — Notice of Completion for Contract No. 7889-3 (21 R03) ABSTRACT: On August 24, 2021, the City Council awarded Contract No. 7889-3 for the Mission Bay Drive Street Improvements to All American Asphalt. The project consisted of removal and reconstruction of street asphalt concrete and concrete curb and gutter; striping removal and replacement; adjusting manhole rings, frames and covers; and re-establishing survey monuments on Mission Bay Drive. The work is now complete and staff requests City Council acceptance and close out of the contract. RECOMMENDATION: a) Accept the completed work and authorize the City Clerk to file a Notice of Completion for the project; b) Authorize the City Clerk to release the Labor and Materials Bond 65 days after the Notice of Completion has been recorded in accordance with applicable portions of Civil Code; and c) Release Faithful Performance Bond one year after acceptance by the City Council. DISCUSSION: Overall Contract Cost/Time Summary Awarded Contract Final Total Contract Total Contract Percent Contract Amount Amount Change Amount Cost Change $196,691.00 $188,520.19 -$8,170.81 -0.4.2% Allowed Contract Time + Approved 60 Actual Days Used 18 Extensions (Days) _ 7-1 Mission Bay Drive Street Improvements — Notice of Completion for Contract No. 7889-3 (21 R03) March 22, 2022 Page 2 The work necessary to complete this contract consisted of removing and replacing 12 linear feet of concrete curb and gutter, full -depth street asphalt replacement in water damaged areas, removing two inches of existing street asphalt by grinding and replacing with conventional asphalt concrete, removing and recompacting subgrade to 90% relative density in water damaged areas, removing and replacing all street markers, striping, and painting, re-establishing survey monuments, and adjusting existing manhole rings, frames, and covers to finished grade. The contracted work has now been completed to the satisfaction of the Public Works Department. A summary of the construction cost is as follows: Original Bid Amount: $196,691.00 Actual Cost of Bid Items Constructed: $174,908.00 Total Change Orders: $13,612.19 Final Contract Cost: $188,520.19 Additional asphalt concrete overlay and cold milling were needed for this project, which resulted in one change order. Less asphalt concrete and roadway excavation were required, thus resulting in construction savings. A summary of the project schedule is as follows: Estimated Start of Construction per Annual Baseline Schedule January 3, 2022 Actual Start of Construction Per Notice to Proceed January 10, 2022 Actual Substantial Construction Completion Date January 28, 2022 The project start was delayed due to Gas Company work that was being performed on Mission Bay Drive. The project took only 18 working days to construct and improvements were completed to the satisfaction of the Public Works Department. FISCAL IMPACT: Funds for the construction contract were expended from the following Capital Improvement budget accounts: Account Description Account Number Amount General Fund 01201927-980000-22R03 $ 101,916.19 General Fund 01201927-980000-21 R03 $ 83,423.83 Neighborhood Enhancement 53601-980000-21R03 3,180.17 Total: $ 188,520.19 ENVIRONMENTAL REVIEW: On August 24, 2021, City Council found this project exempt from the California Environmental Quality Act (CEQA) pursuant to Section 15301 (repair and maintenance of existing highways and streets, sidewalks, and gutters involving no expansion of use) of the CEQA Guidelines, because this project has no potential to have a significant effect on the environment 7-2 Mission Bay Drive Street Improvements — Notice of Completion for Contract No. 7889-3 (21 R03) March 22, 2022 Page 3 The agenda item has been noticed according to the Brown Act (72 hours in advance of the meeting at which the City Council considers the item).
