Webb, Public Works Director - 949-644-3311, dawebb@newportbeachca.gov PREPARED BY: Patrick Arciniega, Senior Civil Engineer parciniega@newportbeachca.gov PHONE: 949-644-3347 TITLE: Alley Reconstruction (AD -116, 116B & F Street Areas) — Award of Contract No. 7976-1 (22R07) ABSTRACT: Staff has received construction bids for the Alley Reconstruction (Assessment District - 116, 116B & F Street Areas) project and requests the City Council's approval to award the construction contract to IE General Engineering Inc. (IE Engineering Inc.). The project consists of removing, and reconstructing with concrete, the existing asphalt or concrete streets/alleys, alley approaches, sidewalks, curb and gutter, concrete valley gutters and driveways, and adjusting utility boxes to grade. RECOMMENDATION: a) Find this project exempt from the California Environmental Quality Act (CEQA) pursuant to Section 15301 (repair and maintenance of existing highways and streets, sidewalks, and gutters involving no expansion of use) of the CEQA Guidelines, because this project has no potential to have a significant effect on the environment; b) Approve the project plans and specifications; c) Award Contract No. 7976-1 to IE Engineering Inc. for the total bid price of $621,688, and authorize the Mayor and City Clerk to execute the contract; and d) Establish and encumber a contingency of $62,000 (approximately 10 percent of the total bid) to cover the cost of unforeseen work not included in the original contract. DISCUSSION: The alley reconstruction of Assessment District (AD) 116 and 116B areas is the final step in the utility undergrounding process after power pole removal. Two other small areas (the alleys off of F and Short Streets) also need reconstruction and are included with this project. 9-1 Alley Reconstruction (AD -116, 116B & F Street Areas) — Award of Contract No. 7976-1 (22R07) March 22, 2022 Page 2 At 10 a.m. on March 8, 2022, the City Clerk opened and read the following bids for this project: BIDDER TOTAL BID AMOUNT Low IE Engineering Inc. $ 621,688 2nd Kalban, Inc. $ 646,240 3rd Grigolla & Sons Const., Inc. $ 667,000 4th Diamond Construction $ 699,630 5th S&H Civilworks $ 714,650 6th Gentry General Engineering Inc. $ 718,446 The apparent low bidder for this project, IE Engineering Inc., submitted a bid approximately 11 percent less than the Engineer's Estimate of $700,000. Cost savings were realized in multiple bid items: mobilization, traffic control, and sewer clean out replacement. IE Engineering Inc. submitted all the necessary forms and possesses a Classification "A" License as required by the project specifications. A check of the contractor's references indicates satisfactory completion of similar projects for other public agencies. Work necessary to complete this contract consists of removing existing asphalt and concrete and constructing concrete, adjusting utility boxes to grade, traffic control, installing new traffic striping, and other incidentals items. IE Engineering Inc. will have 60 consecutive working days to complete the work once given the notice to proceed. Initial work is expected to begin as soon as April 2022. Project plans and specifications will be available for review at the March 22, 2022 City Council meeting or upon request. FISCAL IMPACT: The Fiscal Year 2021-22 adopted budget includes sufficient funding for this project. Water Capital funds are proposed for this project as there were water lines replaced in many of the alleys in Fiscal Year 2020-21. AD -116B funds are also proposed for this project as many of the alleys in this project are where the undergrounding of the overhead lines took place. The remainder of the funding is from the General Fund Capital Improvement Program (CIP). ENVIRONMENTAL REVIEW: Staff recommends the City Council find this project exempt from the California Environmental Quality Act (CEQA) pursuant to Section 15301 (repair and maintenance of existing highways and streets, sidewalks, and gutters involving no expansion of use) of the CEQA Guidelines, California Code of Regulations, Title 14, Chapter 3, because it has no potential to have a significant effect on the environment. NOTICING: The agenda item has been noticed according to the Brown Act (72 hours in advance of the meeting at which the City Council considers the item).
