Dear Chelsea and Seimone:
The City of Irvine would like to submit the following comments for staff and City Council
consideration re: Agenda Item No. 15, Land Use Entitlements for the Residences at 1300 Bristol
Project (PA2021-161):
• Study area should probably be expanded further north on Von Karman and Jamboree to Main
Street. Based on Figures 12 and 13, approximately 20% of inbound project traffic travels on
Von Karman (5%) and Jamboree (15%) in the southbound direction and 30% of outbound
traffic northbound (Von Karman 5%, Jamboree 25%). Both directions of travel on these
roadways align with peak deficiencies on Irvine roadways on Jamboree and on Von Karman.
• In terms of CEQA VMT analysis, it's logical that Newport Beach may have adopted a
methodology that has this project physically located in a "lower than average VMT" area of
Newport Beach which the staff report summarizes. This seems to be reflected in Section 11 of
the Traffic Impact Analysis. However, Section 7 is entitled "CEQA analysis" and evaluates
cumulative traffic impacts based on LOS. The title of Section 7 is confusing.
