I. CALL TO ORDER – The meeting was called to order at 10:00 a.m. Staff Present (Remote): Jaime Murillo, Zoning Administrator Joselyn Perez, Assistant Planner Caitlyn Curley, Planning Technician II. REQUEST FOR CONTINUANCES None. III. APPROVAL OF MINUTES ITEM NO. 1 MINUTES OF FEBRUARY 24, 2022 Action: Approved IV. PUBLIC HEARING ITEMS ITEM NO. 2 Linos Residential Condominiums Tentative Parcel Map No. NP2021-017 (PA2021-299) Site Location: 717 and 717 ½ Narcissus Avenue Council District 6 The Zoning Administrator summarized the request stating that the tentative parcel map would allow each unit of an under-construction duplex to be solid individually. There are no requests to wave subdivision standards. Applicant Matthew Watson of Watson Legal Group, on behalf of the Owner, stated that he had reviewed the draft resolution and agrees with all of the required conditions. The Zoning Administrator opened the public hearing. Seeing that no one from the public wished to comment, the public hearing was closed. Action: Approved ITEM NO. 3 Le Zinque Bar Limited Term Permit No. XP2021-041 and Coastal Development Permit No. CD2021-076 (PA2021-295) Site Location: 3446 Via Oporto Council District 1 Caitlyn Curley, Planning Technician, provided a brief project description stating that the applicant is proposing a 471-square-foot outdoor dining area along the boardwalk in front of the restaurant. It was clarified that the required 6-foot lateral public access easement along the boardwalk would be maintained. Caitlyn Curley mentioned that the outdoor dining area will be delineated from the boardwalk with a stanchion and rope barrier. It was mentioned that, as part of the conditions of approval, the outdoor dining area’s hours of operating would be limited to 6:30 a.m. to 10:00 p.m., Sunday through Thursday and 6:30 a.m. to 11:00 p.m. Friday and Saturday. Caitlyn Browning, on behalf of the Applicant, Elle White of Le Zinque Bar, stated that she had reviewed the draft resolution and agrees with all of the required conditions.
