TITLE: Fernleaf Avenue Trial One -Way Street Designation
ABSTRACT:
The residents of Fernleaf Avenue in Corona del Mar, between Seaview Avenue and
Ocean Boulevard, have expressed their concerns regarding traffic congestion and
vehicles not being able to safely pass on the street. The residents have sent a petition to
designate the 200 block of Fernleaf Avenue as a one-way street in the southbound
direction. Staff proposes a six-month trial period for this designation. At the end of the trial
period, staff will report to the City Council the outcomes of the one-way operation to
determine if a permanent one-way designation would be acceptable.
RECOMMENDATION:
a) Determine this action is exempt from the California Environmental Quality Act (CEQA)
pursuant to Sections 15060(c)(2) and 15060(c)(3) of the CEQA Guidelines because
this action will not result in a physical change to the environment, directly or indirectly;
and
b) Direct staff to install traffic signs and markings to implement a trial one-way
designation of Fernleaf Avenue between Seaview Avenue and Ocean Boulevard for
a six-month trial observation period, and report back to City Council on findings and
recommended next steps.
DISCUSSION:
Fernleaf Avenue between Seaview Avenue and Ocean Boulevard is 30 feet in width curb -
to -curb, with parking allowed on both sides. This is the typical street width and parking
arrangement on the majority of streets in Corona del Mar. Due to the street widths
throughout Corona del Mar, opposing traffic generally must pull aside and/or yield in order
to pass.

A neighborhood petition was submitted to City of Newport Beach staff with the request to
make the 200 block of Fernleaf Avenue a one-way street from Seaview Avenue to Ocean
Boulevard. The Fernleaf residents have concerns with the volume of traffic, confrontations
between drivers when passing on the street, damage to cars and property, and
emergency response. Of the 18 residential addresses on the 200 block of Fernleaf
Avenue, 14 residents signed the petition in support. In addition, signatures were collected
from seven residents in the 300 block of Fernleaf Avenue. There are no proposed
changes to the existing two-way operation in the 300 block. (The petition is included as
Attachment A.)
Public Works staff met with the residents on January 20, 2022 on Fernleaf Avenue to
discuss their concerns. One of the additional comments from the residents was their
consensus that this block of Fernleaf Avenue has more traffic than other streets in the
area. Traffic counts were collected between February 15 — 19 to determine the difference
in area volumes. The traffic counts confirmed that the 200 block of Fernleaf Avenue has
approximately 3 to 4 times more daily trips than the parallel streets of Goldenrod Avenue
and Dahlia Avenue.
The idea of designating most streets throughout Corona del Mar as one-way has been
recently discussed with many residents and Council members in neighborhood meetings
and through surveys. At this time, there is no overwhelming support for a comprehensive,
one-way street layout in the Corona del Mar community.
Reviewing Fernleaf Avenue individually is not a new topic. This segment is somewhat
unique because it provides direct access from Bayside Drive to Ocean Boulevard, China
Cove and Corona del Mar State Beach via the Fernleaf ramp. (See Attachment B.)
Additionally, the 200 block of Fernleaf Avenue is located in a more physically separated
corner of Corona del Mar, bounded by Bayside Drive to the north, Marguerite Avenue to
the east, Carnation Avenue to the west, and Ocean Boulevard to the south.
As part of a trial study, "before" and "after" traffic counts would be reviewed to determine
the level of traffic diversion to the immediate surrounding streets of Goldenrod Avenue,
Dahlia Avenue, Ocean Boulevard, and Seaview Avenue.
FISCAL IMPACT:
The adopted budget includes sufficient funding for the installation of the necessary traffic
signs and markings. It will be expensed to the Public Works Department, General Fund
operating budget.
ENVIRONMENTAL REVIEW:
Staff recommends the City Council find this action is not subject to the California
Environmental Quality Act (CEQA) pursuant to Sections 15060(c)(2) (the activity will not
result in a direct or reasonably foreseeable indirect physical change in the environment)
and 15060(c)(3) (the activity is not a project as defined in Section 15378) of the CEQA
Guidelines, California Code of Regulations, Title 14, Chapter 3, because it has no
potential for resulting in physical change to the environment, directly or indirectly.

unique problems with the current 2 -way street, since it serves as a direct route from Bayside Drive to Ocean Blvd. via the Fernleaf ramp. Also, there is a
traffic sign on Ocean Blvd. directing traffic to use Fernleaf Avenue to get to Coast Highway. Since cars do not have room to pass each other on busy 200
block of Fernleaf, traffic often piles up 3-5 cars deep in both directions in the 200 block of Fernleaf. This has resulted in major and potentially dangerous
confrontations on the street. When emergency vehicles rush to an emergency down the 200 block of Fernleaf, they often have a problem getting through
to Ocean Blvd., which delays help for the emergency and we've observed close calls between emergency vehicles and cars turning onto Fernleaf from
Ocean Blvd. Currently, cars turning from Ocean up Fernleaf don't have a stop sign and they roll through the intersection at a higher speed because of the
angle of the roadway without realizing that vehicles are coming toward them. Eliminating or restricting parking on this block of Fernleaf is not a solution
since there are so many R2 residences in the area that need street parking.
We hereby ask the City of Newport Beach to initiate a pilot study to make 200 Block of Fernleaf Ave. Corona del Mar a one-way street from Seaview Ave. to
Ocean Blvd. to address the safety concerns noted from residents.
