month trial closure.
• September 2021 : Traffic counts collected (Before closure).
• November 15, 2021 : Barricades were installed to close north end of
Tustin @ Cliff Drive.

Trial Closure, Data & Observations
A reduction from 834 trips per day to 276 trips per day (-67%) was documented
on Tustin Avenue south of Cliff Drive. This reduction in through traffic is
consistent with the estimated expected cut -through value from August 2021.
Over time, drivers familiar with area avoided Tustin Avenue. For the drivers that
continue into the neighborhood, many diverted to Ocean View Avenue to return
out of the tract. Ocean View Avenue saw an increase in daily traffic from 169
trips per day to 255 trips per day (+51%).
We also saw an increase in daily traffic on Avon Street next to the businesses
from 718 trips per day to 1,070 trips per day (+49%).
There was an increase in daily traffic on Riverside Avenue north of Cliff Drive
from 1,862 trips per day to 2,053 trips per day (+10%). Riverside Avenue
becomes an option to enter Newport Heights.
Closure did not affect daily traffic volumes on Tustin Avenue north of Cliff Drive.
Trial Closure Conclusions
• Typical daily traffic for residential neighborhood streets is 2,000 — 3,000
trips per day.
• Primary cut -through traffic was found to be northbound on
Tustin Avenue.
• The surrounding neighborhood streets in Newport Heights received
various levels of traffic diversion and daily increases in traffic.
• Speed data and police records indicate that the area streets do not have
excessive speeds or history of high accidents.
• Measured speeds and volumes on Newport Heights streets do not meet
criteria for traffic calming per City Council Policy L-26.

Options Going Forward
1. Make the closure at the north end of Tustin Avenue permanent.
2. Study a partial closure or full closure at Avon Street.
3. Re -open the trial closure to the previous roadway condition.
