My name is Jon Rosen, I'm a Newport Beach resident and I frequent this specific area.
Within a block or two lies my bank, my attorneys, the tennis club, as well as the country
club.
I regret that I'm out of town, but appreciate the opportunity to present my perspective.
I've participated in several master plan, general plan, zoning and special exception
requests on both sides; as the applicant and the appellant. I do not have an
unreasonable perspective on this process.
One more thing. Among my children is Jordan, my adult, special needs daughter. She
has applied several times, unsuccessfully for subsidized low-income housing.
I oppose the proposal to change the general plan. I oppose this request for a high-rise
building for any purpose.
Simply put, a mandate for low income housing does not require it go, simply anywhere.
The very purpose of this process is to adapt that mandate to the needs of our citizens.
Eliminating recreational space... then dropping a monstrous high-rise in its place is the
antithesis of that stewardship. It only serves those who wish to profit at the expense of
everyone else in our city.
There are countless, more appropriate locations to house people in a high-rise in
Newport Beach.
We have one of the finest country clubs and racquet sport facilities in California.
Replacing them with low income housing is, sorry, ridiculous. Especially with so many
other places in Newport not inconsistent with adjoining buildings, with suitable traffic
patterns.
So that's a& opinion. But who shares that opinion with me?
1) Well, you do. You wrote the master plan that specifically forbids a high rise on this
property.
2) Up and down PCH, our very public artery, there are no such buildings. Why?
Because they would be egregiously out of character for Newport. Tens of thousands of
residents oppose it.
Who oe n't share my opinion? The applicant says they don't.
They arguably don't have standing, because they don't control the use of this property.
But if they were successful in battling the city, the taxpayers,and their managing partner,
they would attempt to convince this board they deeply care about the needs of low
income housing residents. The truth? This is all about money. I sincerely doubt they
know a single one of those low income residents.
I know one. My daughter, who I love deeply. And she doesn't expect to be living next to
a golf course.
While I look forward to the day she's finally accepted into a program, I expect it to be
aligned with other needs of our community.
Our real estate and tourism tax income drives her world-class education and
accommodations. The aesthetics of PCH and other Newport assets made that happen.
I appreciate the need for low income housing, and certainly Sacramento is attempting to
burden the city with challenging requirements. I have faith that the city will handle that in
a manner that serves us all, and I have confidence you will select more suitable
locations.

Re. 'Tennis Property at 1602 E. Coast Highway
Dear Jim,
We write to let you know that we have been speaking with a couple of reputable developers
who are interested in submitting proposals to the City for the redevelopment of the Tennis
Property. These potential projects for the Tennis Property would seem to be good candidates for
participation in the City's Housing Element Update and would help meet the City's housing need.
We hope to be able to share with the City soon details about one or more of the potential
projects so we can start to have exploratory discussions, but, at least preliminarily, it appears such
a project would consist of between 200-365 residential units as well as several tennis courts.
