Please be advised that after reviewing the subject application, your submittal has been
deemed incomplete and further information is required before we are able to proceed
with the application process.
The following documentation is required to complete the application:
1. Property Development Standards.
Please be advised, the project as designed does not comply with all required property
development standards identified in Newport Beach Municipal Code (NBMC)
Chapter 21.30 (Property Development Standards). Reference the attached plan
check correction sheet for a list of the required changes.
2. Coastal Commission Permit Jurisdiction.
The subject property is bisected by the coastal permit jurisdiction boundary resulting
in a portion of the single-family residence, front patio accessory improvements, and
the bulkhead improvements within California Coastal Commission’s permit
jurisdiction. This Coastal Development Permit is intended to cover portions of the
project within the City’s permit authority as designated in the Local Coastal Program
(Title 21 of the Newport Beach Municipal Code). The City cannot issue a CDP for
this portion of the work and an AIC (Approval in Concept) and CDP from the Coastal
Commission is required. (Already applied for)
3. Established Grade Determination

I will be providing you a letter for the established grade determination for the water
front setback improvements.
4. GeoSoils Coastal Hazards Report: GeoSoils Coastal Hazards report need to be
updated to discuss the City Council approved updated Waterfront Project Design
Guidelines and Standards, Harbor Design Criteria Commercial & Residential
Facilities. The guidelines require that any structure permitted within the years 2021
through 2025 must have a minimum elevation of 10.9 feet NAVD88 with a design for
adaptability elevation of 14.4 feet NAVD88. (See marked GeoSoils report)
5. Waiver of Future Protection.
Notice: As a condition of approval of new development, an agreement in favor of the
City is necessary waiving any potential right to future protection to address situations
in the future in which development is threatened with damage or destruction from
waves, erosion, storm conditions, landslides, seismic activity, bluff retreat, sea level
rise, or other natural hazards.
6. Digital and Hard Copies of Updated Plans & Reports
a. Need to only resubmit 1 hard copy of plans and reports.
b. Coastal Hazards Report Digital
c. WQMP Report Digital
d. Geotechnical Investigations Report Digital
e. 11 x 17 copy of plans Digital
7. Please return redlined plans and response to the corrections with the
resubmittal.
Upon verification of completion, the application will be processed and scheduled for a
Zoning Administrator Hearing. Should you have any questions regarding submittal

CORRECTIONS:
1.) Provide scope of work on cover sheet. Detailed project description needed.
Example: Demolition of an existing single-family residence and construction of a 2,630-square-foot,
two-story, single-family residence with an attached 566-square-foot two-car garage. The project
includes landscape, hardscape, and subsurface drainage facilities all within the confines of the
property.
2.) On sheet 1, revise rear setback to 2nd front.
3.) Provide combined third floor area and covered deck areas calculation.

c. Provide on sheet 1 and FAC.2 sheet as well.
4.) Dimension second floor balcony railing. Max 6” encroachment into front yard setback area.
5.) Open space area on 2nd floor plan can be added to open space calculations.
6.) Dimension 15’ from 2nd front setback line to covered deck on third floor plan.
7.) Show Coastal Commission Permit Jurisdiction area on plans.
8.) Plot and provide heights of any gates/walls/hedges/screening/accessory structures on the
site plan. Provide existing property line wall height.
9.) Add areas to remain open note on elevations.
10.) Please add note to elevations stating, “Height Certification Required”.
11.) See sheet C2, no more 30” drop between neighboring properties. Possibly show
another elevation point.
12.) Revise Seawall (SW2) in plans: Label and measure from established grade and
dimension to top of bulkhead. (See plans) 42” max from established grade. Letter
determining established grade will be sent to you.
13.) GeoSoils Coastal Hazards report needs to be updated to discuss the City Council

c. Geotechnical Investigations Report
d. 11 x 17 copy of plans
16.) Please note that following an approval from the Zoning Administrator hearing for the
plans submitted into plan check:
a. A copy of the Resolution, including conditions from the Zoning Administrator hearing
shall be incorporated into the plan sets.
