Refuse Collection/Processing Modifications
New Waste 3 -Cart Collection System
• Blue -Top Recycling Cart for Clean Dry Recyclables processed at a Clean MRF
• Green -Top Organics Cart for yard trimmings and food scraps processed at a
Composting Facility.
—Smaller green -top carts for space constrained property areas
• Black -Top Trash Cart for everything else (trash) sent to Landfill
• Increases Overall Residential Diversion Rate / Full State compliant program
Additional Collection/Processing Modifications
• New collection trucks to service the organics routes
• New split body collection trucks for collection in space confined areas
like the Peninsula & Balboa Island. Collects both Organics and
Recycling in one pass.
Cart Options and Right -Sizing
• Roll-out of new Organics Carts is now complete.
• Residents can choose from three different sizes for each type of
containers: 32 -gal, 64 -gal or 96 -gal (64 Gal is the Standard Default Size)
• Currently Right -Sizing of Carts Phase - our focus for next few weeks

Kitchen Pail Distribution
• Kitchen pail distribution is an enhancement to the : r
residential organics program
• Over 1,300 pails have been distributed to date, with
hundreds more being staged for delivery
• Distribution occurring through requests from
residents, at events, and by door to door walk & talk
• Letter to residents explaining kitchen pail and ability
to request kitchen pail delivery
Customized Ancillary Services Available
• Extra Cart Charge for additional carts beyond the City's Free
allowance:
Extra Trash Cart - $6.09/month
Extra Recycling Cart - $3.41/month
Extra Organics Cart - $4.11/month
• Non -Containerization Charge - $2.47 fee for each instance after the
first documented warning
• Valet Service to assist residents with moving carts for collection
beyond allowed distances - for example from side -yard to collection
spot
(There is No Valet Charge for Verified Disabled Residents)

Curbside Service:
For all carts placed at the curb for collection.
Ailey Nay Service:
If you live in an area with alley way collection and
place your carts out within a distance of zero (0)
feet to eight (8) feet of the collection truck, there
is no charge for this service.
Valet Services
Standard Valet Service:
$8.30 per homelmonth
If you would like CR&R staff to collect your carts
from your home within a distance of eight (8) feet
to fifteen (15) feet from collection vehicle.
Premium Valet Service:
$27 68 per homelmonth
If you would like CR&R staff to collect your carts
from you home within a distance greater than
fifteen (15) feet from the collection vehicle.

`For customers with a disability, valet services are provided at no additional charge. Proof of disability will be required.
CR&R Extend Start Date for Ancillary Service Charges
• Contract originally called for CR&R to start charging for Extra
Carts, Valet Service and Non -Containerization on April 1, 2022
• Due to continued service issues, supply chain delays and need
for additional communication with residents on extra charges,
CR&R has agreed to extend the start date for these service
charges to July 1, 2022 without charge to the City or residents
• CR&R Utilize "WebPak" On-line system for residents to
customize and pay for ancillary services. Traditional mailed
billing is also available.

Your Requesl will be compleled over the next 2-3 service weeks. Due to a natiorrvvide shortage, req uesting a small er ca rl size (e -g- 32 -Gal) will take longer
to complete than requests for larger cars sizes (e.g. 64Gal and 96 -Gal).

Recent Contamination Audit
• CR&R performed Q1 Contamination Audit in March 2022
• 1,088 households audited in the West Cliff Neighborhood for trash,
recycling & organics contamination per State Regulations — This was
one of first neighborhoods to receive organics carts
• Findings:
✓ 35% contamination of trash;
✓ 35% contamination of recyclables;
✓ 24% contamination of organics
State goal is less than 25% in each stream
• Good Start, additional education and outreach will be implemented

Non -Containerized Waste to be placed out for
collection.
Non -Containerized Waste are materials such as trash,
recyclables, and organic waste that are placed outside
of CR&R containers or in non-CR&R containers.

PLEASE NOTE THAT THE ONLY INSTANCE WHERE NON -
CONTAINERIZED WASTE IS ACCEPTABLE ARE FOR BULKY ITEM

Please follow these guidelines
to help ensure collection:
• To prevent being charged for non -containerized
waste, ensure that you have the proper size and
desired number of carts at your residence.
• Place trash, recyclable materials, and organic waste
(food scraps/yard waste) in the proper CR&R provided
wheeled carts with the lids fully closed.

Best Practices
• Please Sort out Dry Recyclable Items and put them in your Blue -Top
Recycle Cart
• Make Sure you put all refuse in your proper carts. No Material left
outside on the Around. If you regularly need more carts, call and

• Break -down all boxes and put them in your Blue -Top Recycle Cart
• If you have large bulky items for pick-up, please call to arrange for
the pick-up: (949) 667-4158
• Put green waste and food scraps in the Green -Top Organics Cart
