Dear Mr. Bailey,
On May 2, 2022, the Community Development Department received additional
information for the applications listed above; and thank you for most recent project
description and technical site plan. After reviewing the recently submitted materials, your
application has been deemed incomplete and further information is hereby requested.
The following documentation is required to complete the application:
General Application
1. List of Construction Equipment & Reuse of Materials. Please provide a
comprehensive list of construction equipment which will be used during the entire
construction process. Additionally, please include plans for recycling of demolished
materials (i.e. crushing concrete, asphalt, etc.) onsite and duration for the CEQA
analysis.
2. Construction Hauling Route: Please provide a construction hauling route plan, as well
as the anticipated quantity of debris to be hauled and/or imported to the subject site.
3. Minor Use Permit for Alcohol Sales: A MUP was recently approved for an ancillary
concession area primarily for club members and guests with light fare and snacks
(Type 41 ABC License). Please identify where this concession area to be located
within the new development i.e. tennis clubhouse or spa.

Discretionary Applications Fees
1. Flat Fees. When the application was submitted, a payment of $10,000 deposit was
submitted for the General Plan Amendment, PC Amendment, DA Amendment, and
Coastal Amendments. However, flat fees are still owed for the applications listed
below. Please pay at the Planning Counter at your earliest convenience.

Site Development Review
1. Project Plans. Please provide project plans to include the following:
a. Technical Site Plan. Please update the Site Plan to include the labels of the
specific names given to each building. The labels should be in parenthesis
under the use. For example, 1 Hotel Unit (Mayacama). Or, 9 Hotel Units + 2
Condo Units (Bungalow Lofts). This will help reference floor plans later in the
set which corresponds with each building.
b. Working Set for Entitlement. Please collate a set of plans to use for the
entitlement process which includes the following:
i. Master Site Plan (as mentioned above)
ii. Parking Plan
Similar to Site Plan, but shows all parking spaces assigned to each
component of the project (i.e. hotel, tennis clubhouse, condos, and
SFRs). Please include a parking table which tallies up each parking
area and shows total parking supply on site. This is especially
important for Public Works’ review of the LSA traffic memo.
iii. Preliminary Floor Plans and Elevations
Includes Clubhouse, Loft Buildings, Hotel Units (all models), SFR’s
iv. Site Survey
v. Grading Plans
vi. Phasing Plans
vii. Landscaping Plans
viii. Tract Map
ix. Parcel Map
Many of these plans have been previously provided. However, please collate
a set in one file and assure that they are the latest plans. If you wish for Staff
to review prior to printing sets, please email to me a link to the document at
your earliest convenience.

1. Department Review and Comments – Staff has received the submitted letter
indicating that various detailed comments will be addressed at the plan check
phase. However, Staff has not circulated the latest plans due to the missing
information (see Working Set for Entitlement, above). Once received, plans will be
distributed to all applicable City departments and comments will be provided, if
necessary.
