CI1T OF NEWPORT t3E -r k REPORT TO THE MAYOR AND CITY COUNCIL JUL 2 81997 PROJECT: City Council Committee to Promote Revitalization of our Peninsula SUGGESTED ACTION: Consider establishment of City Council committee to work on implementation of City Council direction on projects to revitalize the Balboa Peninsula If desired, adopt Resolution establishing committee Councillnember Noyes has asked that the City Council consider establishment of a Council committee to promote revitalization of our Peninsula (PROP). After reviewing the recommendations of the Balboa Peninsula Planning Advisory Committee (BPPAC) in their Project 2000 report and the Peninsula Revitalization Financing and Outreach Programs prepared by staff, in April the City Council directed staff to proceed with feasibility studies and implementation of several projects to begin revitalizing the Peninsula. Staff has initiated work on a number of projects beginning with budgeting for them as directed by the Council. In addition, we have made presentations to community groups, prepared a draft brochure explaining the revitalization program, prepared a request for proposals for the parking management plan and held a public meeting to review it. Councilmember Noyes has suggested that a Council committee would be helpful in monitoring and maintaining progress on project implementation, and would provide a convenient and accessible forum for public input on projects. Staff would welcome the assistance of a committee in these areas, as well as in the selection of consultants and review of preliminary drafts of documents and plans. The City Council appointed three councilmembers to BPPAC in August 1996, because it was felt that Council participation would be valuable as recommendations for Peninsula revitalization were being finalized and implemented. Mayor Debay and Councilmembers Hedges and O'Neil were appointed to BPPAC at that time, and served until the Committee sunset on June 30, 1997. Since that date, the full City Council has been the only body available for discussion of Peninsula revitalization issues. Should the City Council wish to appoint a Council PROP committee, the attached resolution to accomplish that has been prepared. The resolution provides that the committee will be composed of the three councilmembers whose districts include the Balboa Peninsula and Balboa Island, because Balboa Island is likely to be impacted by conditions and activities on the Peninsula. The councilmember whose district includes the majority of the Peninsula would chair the committee. At the present time, this results in a committee of Mayor Debay and Councilmembers Hedges and Noyes, with Councilmember Hedges as chairman. The duties of the committee are described as including monitoring progress on implementation of Peninsula revitalization projects, recommending consultants for such projects, reviewing drafts of documents and plans, recommending actions to be taken by the City Council, and soliciting public input on all of these matters. A sunset date is not given, and the committee would serve until dismissed by the City Council. SHARON Z. WOOD Assistant City Manager lme�� �e Attachment 2 Page RESOLUTION NO. 97- A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NEWPORT BEACH ESTABLISHING A CITY COUNCIL COMMITTEE TO PROMOTE REVITALIZATION OF OUR PENINSULA WHEREAS, the City Council has directed staff to proceed with feasibility studies on or implementation of certain projects to revitalize the Balboa Peninsula; and WHEREAS, the City Council has approved a community outreach program to include notice to and input from the public on the implementation of said projects; and WHEREAS, the City Council wishes to monitor and assist staff's efforts in revitalization of the Peninsula, and wishes to provide a forum for public participation in the revitalization effort; NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Newport Beach establishes the Committee to Promote Revitalization of our Peninsula, as follows: 1. The Committee shall be composed of the two Councilmembers whose districts include the Balboa Peninsula, and the Councilmember whose district includes Balboa Island. 2. The Committee chairman shall be the Councilmember whose district includes the majority of the Balboa Peninsula. 3. Staff support to the Committee shall be provided by the Assistant City Manager and other staff as necessary. 4. The duties of the Committee shall include monitoring progress on implementation of Peninsula revitalization projects as directed by the City Council on April 28, 1997 or in subsequent Council actions, recommending consultants to be retained by the City for such projects, reviewing drafts of documents and plans prepared by staff and consultants, recommending actions to be taken by the City Council on such projects, and soliciting public input on all of the above matters. 5. The Committee shall serve until dismissed by the City Council. ADOPTED this day of , 1997. MAYOR ATTEST CITY CLERK
