Dear Mayor Cox and City Council members:
Mestre Greve Associates conducted a noise study on Balboa Is and May 11
through May 18, 1988. Vince Mestre then presented the report to the
aviation committee and those of us in attendance.
I followed up his presentation with a letter of questions and formally
asked the Aviation Committee (in writto forward my letter. Ken Delino
refused to forward my letter. He assured me that Vince Mestre would attend
the July 28, 1988 Aviation Committee meeting where we could ask him the
questions contained. in the letter verbally. Vince Mestre was not in
attendance at the July 28, 1988 meeting I asked Ken repeatedly -at the
July 28 meeting if he would now forward the letter. He did not respond but
Clarence Turner, acting as Chairman in Donald Strauss' absence, agreed the
letter would be forwarded. This was agreed in front of a council ghamber
packed with Balboa residents. My letter was not forwarded.
Ken Delino instead answered for Mestre Greve associates, in writing, a
month later.
- This resistance to getting questions answered accurately by experts is
typical of the way we have been treated by the Aviation Committee. In our
requests for consideration our homes have been called "pieces of real
estate" and the take off pattern "your problem".
The airport and its attending problems is a city wide problem.
Therefore, I address this letter directly to the City Council to not only
forward my letter to Mestre Greve Associates for their response but also to
arrange a meeting with them where concerned citizens might get unbiased,
professional answers to their noise questions.

Dear Vince,
We wire delighted to get some definitive answers concernfnS the
noise levels on Balboa Island as revealed by the study conducted
by your company May !!-May 18, 1988 (your report page 4 says
May11-May 18, 1987).
Upon studying the repo
1 only shows two days. = May 11 end� at 4: p31.m.
and May 12 ends
at 2:07p.m. Do you have any full day's data you could send us as
well as the additional missing days that week? We are not
intimidated by computer printouts as long as we have some
guidelines for interpreting them. -
Also, the question of the difference in sound level at the Do`'er
Shores area as opposed to -the level experienced on Balboa island
has been a subject of debAte betweenWhe upper and lower bay
residents. That is why you were asked specifically about it by
by both Pete Drummond and myself.
Could you please restate what you told me after the meeting as to
the maximum and minimum difference and the average dB difference
SO I quote you properly when discussing the subject.,,
In your presentation you also talked about a dB level difference
of 3 or less being barely or not perceptible by the human ear
Is that correct? ^

Dear Chairman Strauss and members of the Newport Beach Aviation
Committee,
We appreciate thTe hiring of Mestre Greve Associates to study the
noise problem on Balboa Island. Enclosed is a letter addressed
to Vince Mestre for you to forward on to him.
We would like to suggest that the city extend the Mestre Greve
contract to include a study to calibrate the noise monitors in
both the upper and lower bays for accuracy. With the results and
proper pattern deviation information, they could run a computer
footprint based on the average de—c4bel reading for the JWA take-
off pattern down the bay. A footprint.based on average decibel
increments of three would be logical, since three decibels
(according to Vince Mestre) is hardly perceptible by the human
ear. !
As you know, we have been working for a year now to get a more
equitable and logical take -off pattern from JWA. The only way
we, your committee, or the City Council can be assured of a
logical and equitable take -off pattern is to have reliable and
unbiased information such as a report and footprint by Mestre
Greve Associates. We urge you to extend their contract for this
purpose.

Moni.Loring Stations #1, #2, 113, and #8 is attached. ALso atLachvd is the most.
recent SEL data at all monitoring stations, both in the upper and lower hay.
By comparing the data from Monitoring Station #8 to the daLn from MonitorQ',
Stations 111, #2 and 113, it is very easv to relate Chu noise on Balboa Island

I am not satisfied with your answers to my letter specifically directed to
Mestre Greve Associates.

The` three month period SENL July September 1987 is a year old and not what
requested. It does, however, 'show Balboa Island last year averaging 94
bets a day over our homes and at an average SENL of 84.05 db(A) which is
louder than an `alarm clock or' garbage disposa.l., 1both at 80db(A). I don't
r imagine there are many people who could live with an alarm clock going off
near their head 94 times a day without experiencing anger and frustration
at those who are causing the jarring disturbance.

On the question about noise level, I asked Vince Mestre specifically about
the difference in db(A) level in the upper and lower bays because we had
'been consistently toll by the members of your Aviation Committee that the
noise we suffered on Balboa Island was considerably less than the upper bay
because aircraft were higher over the Island. The fact is, aircraft gain
z',.very little altitude because of the power cutback and the 3,000 foot
ceiling restriction (because of the over flight pattern, again over Balboa
Island, of Long Beach Airport traffic). Vince Mestre told me the noise
level over Balboa Island decreased less than 3db(A) (not perceptibly less
to the human ear) from the noise levels in the upper bay. This is what I
wanted him to restate in writing.
�'- Also, according to his study 12% of the aircraft are applying thrust over
the Island and therefore our noise level could actually be higher. For the
purposes of noise impact Balboa Island could be visualized in the middle of
the upper bay with aircraft directed immediately over us.
The map you enclosed is also old news and not what I requested. It is
based on 1985 data and not relevant to what is happening today other than
to show clearly that the noise contours used to be farther to the west.
Today the flight path cuts Balboa Island in half directly down the middle.
How did this path get shifted eastward directly over us in the past three
years?
As for the last question of cutback/altitude/noise, Vince Mestre said he
thought he had some information in his office on the subject and that was
what I requested he share with us. The question definitely should be
