Utilities Department ��e`K'aaRr o m� u i a C'4CIF00.N`P PERMANENT RESTRICTIONS Key Permanent Restriction updates: • No irrigation system watering from 9am to 5pm • Obligations to fix leaks within 3 days (previously 7) • 10-minute watering limit per station (previously 15) Key Previous Restrictions: • No excessive runoff • No washing down • No watering during and after rainfall • Drinking water served only upon request • Hotel linens, offering non daily laundering Utilities Department ?EW�RT O � C'a</FORN�P I UPDATED PROCEDURE I New Process: (approx. 20-day process) • Utilities Director determination of water supply shortage per criteria • One step City Council meeting and Resolution • Resolution specifies method, time, quantities (%'s), and duration • 6 month duration; City Council to approve extensions • Outreach and implementation Previously: (approx. 45-day process) • Public Noticing, Resolution of intent with all specific details, then Public Noticing and additional waiting period, then Resolution declaring water supply shortage Utilities Department 0 SIX WATER SHORTAGE LEVELS I 17 Each Level has its own set of escalating restrictions such as: 1 lawn watering =16 loads • watering days per week • % cutbacks per account type (i.e. business vs. residential) • Level One — 0 to 10% overall reduction • Level Two — 10 to 20% overall reduction • Level Three — 20 to 30% overall reduction • Level Four — 30 to 40% overall reduction • Level Five — 40 to 50% overall reduction, Severe • Level Six — 50%+ overall reduction, Catastrophic Utilities Department 0 THE ENACTING RESOLUTION (DECLARATION OF A WATER SHORTAGE) Each (Level) Resolution has its own set of requirements, but customized : Predetermined per Level: ➢ Watering days per week ➢ Overall cut back percentage Customized information (can be edited by City Council) ➢ % cut backs per account type (residential, business, irrigation) ➢ Base (compared) water year can change, (i.e. 2019, 2020) ➢ Start time and stop time, timetables (b month max) ➢ Implementation and outreach methods Utilities Department EXAMPLE RESOLUTION (DECLARATION OF A WATER SHORTAGE) Level 3 Water Shortage: 25% overall water shortage, (25% cut back) ➢ 2 Watering days per week ➢ All leaks must be repaired in 24hours ➢ 35% cut for single family residential ➢ 30% cut for multi family residential ➢ 10% cut for commercial ➢ 50% cut for irrigation accounts 0 Utilities Department Predetermined minimum usage stop gaps Mueller Systems Smart Meter lnhasWcture� -- � STAFF RECOMMENDATION: • Conduct a public hearing • Determine that the action is exempt from CEQA • Introduce Ordinance No. 2022-13, amending 14.16, Water Conservation and Supply Level Regulations and pass to second reading Utilities Department Chapter � �FWPORT O e u r c9J I FOIL
