Dear Councilpersons:
You are hereby notified that the California Coastal Commission, at its March 9, 2022 meeting
certified, with suggested modifications, the City of Newport Beach LCP Amendment No. LCP-5-
NPB-20-0025-1, Part A.
LCP Amendment No. LCP-5-NPB-20-0025-1, Part A was submitted pursuant to City Council
Resolution No. 2020-12. Part C of the amendment constitutes a major amendment to the
LUP and IP portions of the certified LCP as it was designed to allow additions of up to 50
percent of the existing floor area (but in no case more than 750 sq. ft.) of cottage without the
requirement to bring nonconforming parking into conformity with the current parking standards.
On November 19, 2021, the Commission approved the amendment with suggested
modifications. On January 25, 2022, the Newport Beach City Council approved the LCP
amendment with all the Commission’s suggested modifications. The Executive Director
reviewed the County’s January 25, 2022 action, and determined that it is legally adequate to
meet all of the Commission’s conditional certification requirements. The Executive Director’s
reported this determination to the Coastal Commission at the Commission’s May meeting on
March 9, 2022, where the Commission unanimously concurred with the Executive Director’s
determination. Thus, pursuant to the Commission’s March 9, 2022 action, certification of the
City of Newport Beach LCP Amendment No. LCP-5-NPB-20-0025-1, Part A is complete.
