Please accept the following written statement on behalf of the property owner and application, Fletcher
Jones Management Group/Jones 2192 Bristol, LLC. This Project was discussed at the 02.03.2022
Development Review Committee (DRC) Meeting.
The applicant proposes to consolidate the three legal parcels currently under their control, namely:
• APN 439-352-15/ 2172 SE Bristol
• APN 439-341-14/ 2192 SE Bristol
• APN 439-341-15/ 2222 SE Bristol
The consolidated lot area will be 55,510 square feet/ 1.274 acres. The Lot Merger application and
materials are included with this permit application. The consolidated lot width will be approximately
248’ (to the nearest foot). The consolidate lot depth will be 224’ (to the nearest foot). The assessed
setbacks for the consolidated lot are as follows:
• Building Setbacks: Rear/Southwest – abuts residential: 10’ setback
• Landscape Setbacks: Front/Northeast: 10’ setback; Rear/Southwest: 5’ setback + screen wall
The gross floor area of all buildings in the future built-out condition will be 5,015 square feet (676
square feet to remain + 4,339 square foot proposed building). All structures are a single story, equating
to a Floor Area Ratio (FAR) of 5,015 SF / 55,510 SF = 0.09. The building/lot coverage will be 9% in
the built-out condition.
The disturbed area resulting from this project will be 51,225 square feet. In the existing condition, 1,671
square feet is pervious/landscape area. As a result of this project, the pervious/landscape area will
increase to 6,183 square feet. This represents a 370% increase in landscape area. The existing site
disturbed area contains 49,584 square feet of pavement, which represents 97% coverage. As a result of
this project, the area of pavement will decrease to 40,733 square feet, which represents 80% coverage.

The existing pre-consolidated lots feature 93 standard stalls along with 4 accessible stalls, 97 parking
spaces in total. As a result of this project, the parking count will decrease to 83 standard parking stalls
along with 1 accessible stall. The parking provided in the built-out condition is still well in excess of the
parking required: 3 standard parking stalls and 1 accessible stall.
The Conditional Use Permit requirement is triggered by the car wash use. Note that the car wash is not
revenue-generating and will not be operated by customers. Please note also that no stormwater quality
measures or Low Impact Development (LID) or BMP installations exist on the lots. The applicant
intends to bring the consolidated lot into compliance by installing five (5) bioretention flow-through
planters to provide Code-compliant treatment. The results of the geotechnical investigation indicate
that percolation through the existing soils will not be sufficient to provide bioinfiltration solutions.
The planned building height will be twenty (20’) feet. The facility will employ no more than four
employees during any one shift. The hours of operation will remain the same as the current hours
(5:00am to 9:00pm Monday through Saturday; 6:00am to 9:00pm Sunday).
