TO ALL CONCERNED:
The following proposal, affecting the utilization of airspace, is the subject of
an informal aeronautical study by the Federal Aviation Agency. The purpose of the
study is to determine whether the proposed structure, notwithstanding its violation
of the standards defined in Part 77, Federal Aviation Regulations, would have an
adverse effect upon the safe and efficient utilization of airspace.
It is the desire of the FAA that the public be afforded an opportunity to submit
comments. All comments, addressed to the Chief, Airspace Utilization Branch, at
the above'address, received not later than March 2, 1965, will be considered be-
fore final action is taken with respect to this circularization.

Remarks:
At the proposed location and height, the proposed antenna
would exceed the standard defined in Part 77, Section 77.29,
by 244 feet as applied to the Electronics Development Corpora-
tion No. 1 Heliport. In addition, the antenna would exceed
the standard defined in Section 77.23(a)(2), in that it would
extend more than 200 feet above ground within five miles of
the centerlines of VOR Federal airways Nos. 23 and 165 and
within the Santa Ana, California, (Orange County Airport)
control zone.
