Brown, City Clerk - 949-644-3005, (brown@newportbeachca.gov Eric Bryan, Deputy City Clerk, ebryan@newportbeachca.gov 949-644-3006 Confirmation of Annual Citizen Member Appointments to the Finance Committee The annual vacancies on the City's Finance Committee are scheduled to occur on June 30, 2022. The citizen members have annual terms that are subject to City Council confirmation. The process to fill the vacancies is provided in Resolution No. 2017-58, City Council Policy A-2 (Boards, Commissions and Committees), and the Maddy Act. All vacancies were noticed according to the Maddy Act and City Council Policy A-2. RECOMMENDATION: a) Determine this action is exempt from the California Environmental Quality Act (CEQA) pursuant to Sections 15060(c)(2) and 15060(c)(3) of the CEQA Guidelines because this action will not result in a physical change to the environment, directly or indirectly; and b) Confirm the following reappointments to the Finance Committee: (1) Council Member Will O'Neill, who will serve as Chair, (2) Mayor Pro Tern Noah Blom, (3) Council Member Brad Avery, (4) John Reed based upon Mayor Kevin Muldoon's recommendation, (5) Nancy Scarbrough based upon Council Member Joy Brenner's recommendation, (6) Joe Stapleton based upon Council Member Diane Dixon's recommendation, and (7) William Collopy based upon Council Member Duffy Duffield's recommendation. DISCUSSION: On September 13, 2017, the City Council adopted Resolution No. 2017-58 which, among other changes, modified the term of the Finance Committee's citizen members to align with the fiscal year and confirmed a citizen member's term would be one year or until their respective successor is appointed and qualified. The current citizen members' terms will expire on June 30, 2022. 16-1 Confirm Annual Appointments to the Finance Committee June 28, 2022 Page 2 Pursuant to the Maddy Act and City Council Policy A-2, the City Clerk posted a Notice of Scheduled Vacancies on Wednesday, April 13, 2022, in the City Clerk's Office, at the Central Library, and on the digital bulletin board in the City Council Chambers. The notice was also placed on the City's webpage on Wednesday, April 13, 2022, and published in the Daily Pilot on Saturday, April 16, 2022. As per the notice, applications were accepted by the City Clerk's Office until noon on Thursday, May 26, 2022. Copies of the applications of the four nominees are attached hereto as Attachment A. FISCAL IMPACT: There is no fiscal impact related to this item. ENVIRONMENTAL REVIEW: Staff recommends the City Council find this action is not subject to the California Environmental Quality Act (CEQA) pursuant to Sections 15060(c)(2) (the activity will not result in a direct or reasonably foreseeable indirect physical change in the environment) and 15060(c)(3) (the activity is not a project as defined in Section 15378) of the CEQA Guidelines, California Code of Regulations, Title 14, Chapter 3, because it has no potential for resulting in physical change to the environment, directly or indirectly. NOTICING: The agenda item has been noticed according to the Brown Act (72 hours in advance of the meeting at which the City Council considers the item). Our City is in a fortunate position to have significant revenue sources.
