Brown, City Clerk - 949-644-3005, (brown@newportbeachca.gov PREPARED BY: Eric Bryan, Deputy City Clerk, ebryan@newportbeachca.gov PHONE: 949-644-3006 TITLE: Confirmation of Appointments to the Aviation Committee ABSTRACT - The Aviation Committee terms for the District 2 Member, District 4 Member, District 6 Member, Newport Coast Resident, and At -Large Member expire on June 30, 2022. It is the desire of Council Member Brad Avery, Council Member Joy Brenner, and Mayor Kevin Muldoon to make appointments, subject to City Council confirmation. Additionally, there is also an unscheduled vacancy for the District 1 Member seat. RECOMMENDATION: a) Determine this action is exempt from the California Environmental Quality Act (CEQA) pursuant to Sections 15060(c)(2) and 15060(c)(3) of the CEQA Guidelines because this action will not result in a physical change to the environment, directly or indirectly; b) Confirm Council Member Brad Avery's reappointment of Sharon Ray as the District 2 Member on the Aviation Committee for a term expiring June 30, 2028; c) Confirm Mayor Kevin Muldoon's reappointment of Ron Rubino as the District 4 Member on the Aviation Committee for a term expiring June 30, 2028; d) Confirm Council Member Joy Brenner's reappointment of Jeffrey Cole as the District 6 Member on the Aviation Committee for a term expiring June 30, 2028; e) Confirm Mayor Kevin Muldoon's reappointment of Jack Stranberg as the At -Large Member on the Aviation Committee for a term expiring June 30, 2028; and f) Direct the City Clerk to continue receiving applications for the District 1 Member and Newport Coast Resident Member seats on the Aviation Committee. 17-1 Confirmation of Appointments to the Aviation Committee June 28, 2022 Page 2 DISCUSSION: At the March 26, 2019 City Council meeting, the City Council adopted Resolution No. 2019-26, which amended the membership of the Aviation Committee and states, in part, that the Aviation Committee shall consist of seven members, one from each City Council District, nominated by the District Council Member and confirmed by the City Council; an At -Large member, nominated by the Mayor and confirmed by the City Council; a member of the General Aviation Community, nominated by the Mayor and confirmed by the City Council; and a resident of Newport Coast, nominated by the Mayor and confirmed by the City Council if the District 6 or District 7 seats are not filled by a Newport Coast resident. Pursuant to City Council Policy A-2 (Boards, Commissions and Committees) and the Maddy Act, a Notice of Vacancies for the District 1, District 2, District 4, District 6, the Newport Coast, and At -Large Member seats were posted in the City Clerk's Office, Central Library, on the City's bulletin board in the Council Chambers, and on the City's website on May 10, 2022. The City Clerk's Office also published the notice on May 14, 2022, in the Daily Pilot. The applications are included as Attachment A. Subsequent to reviewing the applications, the following nominations are being brought before the City Council for confirmation: Council Member Brad Avery has nominated Sharon Ray to fill the District 2 Member seat; Council Member Joy Brenner has nominated Jeffrey Cole to fill the District 6 Member seat; and Mayor Kevin Muldoon has nominated Ron Rubino to fill the District 4 Member seat and Jack Stranberg to fill the At -Large Member seat. The application period for the District 1 Member seat and the Newport Coast Member seat will remain open until filled. FISCAL IMPACT: There is no fiscal impact related to this item. ENVIRONMENTAL REVIEW: Staff recommends the City Council find this action is not subject to the California Environmental Quality Act (CEQA) pursuant to Sections 15060(c)(2) (the activity will not result in a direct or reasonably foreseeable indirect physical change in the environment) and 15060(c)(3) (the activity is not a project as defined in Section 15378) of the CEQA Guidelines, California Code of Regulations, Title 14, Chapter 3, because it has no potential for resulting in physical change to the environment, directly or indirectly. 17-2 Confirmation of Appointments to the Aviation Committee June 28, 2022 Page 3 NOTICING: The agenda item has been noticed according to the Brown Act (72 hours in advance of the meeting at which the City Council considers the item).
