Direction to implement 4-month trial closure. • September 2021 : Traffic counts collected (Before closure). • November 15, 2021: Barricades were installed to close north end of Tustin @ Cliff Drive. • Mid -February 2022 : Follow-up counts taken (After closure). • April 12, 2022 : City Council Study Session. OP sna�zort Newport Heights Traffic Counts Before - Sept. 2021 After - Feb. 2022 kl ryc5` 1 1 Trial Closure, Data 8v Observations A 67 % reduction in daily traffic was documented on Tustin Avenue south of Cliff Drive. Consistent with the estimated expected value from August 2021 report. Drivers familiar with area avoided Tustin Avenue. For drivers entering the neighborhood, many diverted to Ocean View Avenue. Ocean View Avenue sees a 51 % increase in daily traffic. Also saw a 49 % increase in daily traffic on Avon Street next to businesses. A 10 % increase in daily traffic on Riverside Avenue north of Cliff Drive. Riverside Avenue becomes an option to enter Newport Heights, as opposed to Cliff Drive. Closure did not affect daily traffic volumes on Tustin Avenue north of Cliff Drive. Trial Closure Results The surrounding neighborhood streets in Newport Heights received various levels of traffic diversion and daily increases in traffic. Speed data and police records indicate that the area streets do not have excessive speeds or history of high accidents. Measured speeds and volumes on Newport Heights streets do not meet criteria for traffic calming per City Council Policy L-26. Livable daily traffic volume for residential neighborhood streets is 2,000 — 3,000 trips per day. Primary cut -through traffic is northbound on Tustin Avenue. Trial Closure - Resident Input Neighborhood meeting held June 1 with 70-80 residents in attendance. Included residents from Tustin Avenue, Ocean View Avenue, Riverside Drive and other surrounding streets. Tustin Avenue residents discussed safety concerns, cut -through traffic, "front - loaded" driveway access (no alley). Ocean View Avenue residents noted the additional traffic on their street and supported opening the top of street. Also interested in closure at Avon Street. Riverside Avenue segment that was studied is north of Cliff Drive. Residents discussed the impacts of increased traffic on their street, speeds, and safety concerns for all users of street. Options Maintain closure of Tustin Avenue = Significantly reduces traffic on Tustin Avenue and redistributes to surrounding streets. Open Tustin Avenue to vehicular traffic = Re-establishes the roadway and circulation system to previous condition as built in 1945. One -Way street operation on Tustin and Ocean View Avenues = Reduces traffic on Tustin Avenue but increases traffic on Ocean View Avenue. Potential for wrong way traffic requires regular enforcement. Full or partial closure at lower intersection with Avon Street = Would have the same result of redistributing traffic to Riverside Avenue, Avon Street and Cliff Drive. Would negatively impact adjacent business parking. Options Parking restrictions on one side of Tustin Avenue = Provides for ability for cars to safely pass. Not supported by Tustin Avenue residents. Construct a sidewalk on one side of Tustin Avenue = Place for pedestrians, students, pets, etc. Tustin Avenue residents did not support. Install streetlights on Tustin Avenue at Ocean View Avenue = Increases safety at night. Was not supported by Tustin Avenue residents. Considerations Traffic volumes on Tustin Avenue = 834 vehicles per day. Other nearby streets in Newport Heights have daily traffic in range of 1,750 — 3,340 ADT. Measured speed on Tustin Avenue = 23 mph. Other streets in area with speeds in range of 25-29 mph. Front -loaded driveways. Holly Lane and Margaret Drive near Newport Harbor HS. Speeds range from 25-26 mph. Daily traffic volumes of 1,298 — 1,304 ADT. Another front -loaded street. Cliff Drive next to Ensign. Speed = 35 mph. Daily traffic volume = 3,170 ADT. Considerations Accident history on Tustin Avenue = 2 accidents in last 10 years. Information received from NBPD. Permanent closure of Tustin Avenue would be 24/7/365. Some exercise activities occurring on Tustin Avenue happen during short periods, and not every day. Parking on street varies from day-to-day, and hour -to -hour. The street can be fully parked, but at certain times during the day there can be 1-4 parked cars. Many streets in Newport Heights have same activities as Tustin Avenue with pedestrians, runners, bicyclists, students, etc. in street due to lack of sidewalks. Recommendation & Support 1. Remove the temporary barricades on north end of Tustin Avenue at Cliff Drive and re -open the roadway to vehicular traffic. 2. Permanent closure would establish a precedent to change an established circulation system in an area for an existing low volume, low speed, low accident street. 3. Lack of general community consensus on the overall vehicle traffic improvement.
