The following documentation is required to complete the application: 1. Application Application is not signed. Please have property owner sign. Alternatively, a letter authorizing another individual to sign on behalf of the owner can be submitted. 2. Property Development Standards. The project, as designed, does not comply with all required development standards identified in Newport Beach Municipal Code (NBMC) Chapter 21.30 (Property Development Standards). Corrections are available electronically (attached) and will be available for pick up. Public Works is reviewing project using the redlined set so please coordinate a pickup of hardcopies with staff. 3. Notice of Public Hearing. The 300-foot radius used to generate the mailing labels submitted is incorrect. Please see aerial mark up. 4. CDP Notice of Filing Please post a notice of filing and provide staff with proof of posting. City staff will assist in completing the notice of filing form. Water Quality Management MP/Construction Pollution Prevention Plan (CPPP)/ Post-Development Runoff Plan (PDRP). Please revise WQMP to include a plot plan with LID BMPs and a plot plan with the temporary BMPs that the development will implement to minimize erosion and sedimentation during construction and minimize pollution of runoff and coastal waters by construction chemicals and materials. 6. Coastal Hazards Report. Not prepared per NBMC standards. Please revise to use the low risk aversion scenario. Please see marked up report. In addition, staff requests additional information for clarification. The report concludes that the structure will be protected by reinforcing the bulkhead however the Flood Hazard section discusses installing a new stem wall at a height of 10.7. Is the existing bulkhead and deck height at 10.7 NAVD88? Is the bulkhead being raised now? Clarify if the bulkhead will need a new stem wall now and will still need to be raised after 2066. Clarify if there is need for any water proofing flashing or water proofing curb. 7. Bulkhead Condition Report. Please provide detail that is more specific about how the tiebacks and deadmen will be installed and when they will be installed. Staff wants to verify that the scope of work will not need additional permitting from the California Coastal Commission. 8. Electronic Files Please submit an electronic copy of all files. Digital plans should be resized to 11 x 17 format. Please note, Public Works comments are pending and expected back next week. I will pass along their redline comments once they are received. Upon verification of completion, the application will be processed and scheduled for a Zoning Administrator Hearing.
