This Water Quality Management Plan (WQMP) has been prepared for Eddie Chen by JT
Consulting Engineers. The WQMP is intended to comply with the requirements of the County
of Orange NPDES Stormwater Program requiring the preparation of the plan.
The undersigned, while it owns the subject property, is responsible for the implementation of
the provisions of this plan , including the ongoing operation and maintenance of all best
management practices (BMPs), and will ensure that this plan is amended as appropriate to
reflect up-to-date conditions on the site consistent with the current Orange County Drainage
Area Management Plan (DAMP) and the intent of the non-point source NPDES Permit for
Waste Discharge Requirements for the County of Orange, Orange County Flood Control
District and the incorporated Cities of Orange County within the Santa Ana Region. Once the
undersigned transfers its interest in the property, its successors-in-interest shall bear the
aforementioned responsibility to implement and amend the WQMP. An appropriate number of
approved and signed copies of this document shall be available on the subject site in perpetuity.

The Newport Coastal Streams Watershed covers 7.77 square miles,
chiefly in the unincorporated area between the Newport Beach and
Laguna Beach. Newport Coast and Muddy Creek, its main tributaries,
drain the San Joaquin Hills. There are two receiving water bodies,
Morning Canyon Creek & Buck Gully Creek, in this watershed.
However, the Pacific Ocean is the downstream receiving water body
from the project site (see attached MS4 Map), which is not potentially
susceptible to hydromodification impacts.

This project is a remodel and additions. The proposed configuration of
the site contains the following: A single dwelling unit with the garage
facing the Galaxy; A swimming pool in the rear of the house; The lot
consists of a first floor, which is elevated at 2.5 feet above the flow line
of Signal Road.

The runoff from the site will be transported, via street curb & gutter, to the curbside inlet along
Galaxy Drive and discharged to the Pacific Ocean via the existing storm drain. In other words, the
runoff was directly discharged into the Pacific Ocean and no streams located downstream from the
project area are potentially susceptible to hydromodification impacts.
II.4 Post Development Drainage Characteristics
Describe post development drainage characteristics.
The post‐development on‐site runoff will be collected and transported, via proposed piping systems,
to the bioretention and overflow to curb drains on the Galaxy Drive. The runoff leaving the site will
be drained, via the street curb & gutter, and collected by catch basin at Galaxy Drive before
discharging into the receiving water body "Pacific Ocean" directly.

Topography The existing building area, including planters & walkways, is at a
descending slope of about 2% toward Galaxy Drive..
Drainage
Patterns/Connections
The on-site drainage was drained as sheet flow toward area drains via
sub drain piping system to the front of the site and transported off the
site.
Soil Type, Geology, and
Infiltration Properties
The on-site soil is HSG D, with limited infiltration capacity. The lot
topography generally consists of a level graded building pad. The
back of the building pad descends approximately 3.5 feet, over
distances of about 10 to 15 feet, to the top of an existing retaining wall
at the northeast property line. The exposed height of the retaining
wall varies from approximately 4 to 10 feet along the rear (northeast
side) of the lot. Immediately beyond the northeast property line is an
approximate 100-foot bluff slope which descends to the Newport
Back Bay along the east property boundary. The overall bluff slope
gradient varies from approximately 1:1 to 1.5:1 (horizontal:vertical).
Our findings indicate that the back yard is underlain by wall backfill,
landslide repair fill, concrete and steel tiebacks and possibly fill soil
placed as part of the former lot development. The locations of the
buried tiebacks were not determined as part of our investigation.
Hydrogeologic
(Groundwater)
Conditions
Groundwater was not observed in the exploratory borings at the time
of the investigation. Although not encountered in the borings,
groundwater may develop along the contact between permeable
terrace deposits and the less permeable underlying bedrock or silt
layers within the deposits as a result of rainfall, irrigation and
seepage from uphill properties. Groundwater seepage is not
anticipated to be a significant design or construction constraint,
provided proper surface drainage and subdrainage systems are
incorporated into the project; however, the presence of groundwater
in deeper caisson borings during construction is possible and may
promote caving in caisson excavations.

Geotechnical Conditions

On-site water infiltration is not recommended due to potential for
future seepage and perched water in basement. Surface and
subsurface drainage should be directed toward approved outlets.
