RECOMMENDATIONS -
I. Adopt a resolution accepting a storm drain easement across Lots 13, 15
and 17., Block 431, Corona del Mare
2, Authorize the City Clerk to record the document,
DISCUSSION:.
Attached is a sketch showing the location of the proposed storm drain easement,
The storm drain is a part of the Jasmine Creek -drainage course which was formerly an
open gully across the three lots:
The developer, James D. Higson, has constructed an underground drain to City
standards across the lots. The easement will enable the storm drain to be maintained
as a public facility:
The City has an existing storm -drain -easement over Lots 11 and 9 of Block 431.

Adopt a minute resolution approving the study and authorizing t
Public Works Director to forward it to the Division of Highways.
DISCUSSION• j
Section 2156 of the Streets and Highways Code requires each City to quadrennially
prepare a report showing the progress it is making in the improvement of its street system
and giving an estimate of the street needs over the next ten years. The next submittal,
which is to be made to the Division of Highways is due on May 1st of this year,
The report includes an analysis of all the streets within the City, This
analysis includes both existing and projected conditions of traffic volumes,. structural
adequacy, right-of-way, and street widths. Included are those items recommended in the
Wilbur Smith report which will require construction within the next ten years.
The study also provides an estimate of the construction schedule and cost for
the required improvements and a summary of the progress in street'improvement over the
past four years. A copy of the "Progress and Needs" summary sheet from the report is
attached for your information. The complete report contains 53 sheets and will be
available for examination in the Council Chambers,
