Harbor Vision
Objective
Objective 6.1 -Draft a Harbor Plan that can be used independently or in conjunction with an
update to the General Plan and/or Harbor Area Management Plan (HAMP). Specific attention
should be paid to state requirements including conservation for harbors, MPAs and fisheries
and work previously done by the Harbor Commission related to preservation of marine related
activities and businesses in Newport Harbor and the Harbor Financial Master Plan.

Approach
Facilitated Work Sessions
Facilitated work session techniques have been used successfully by organizations for large consensus-
based decision making.
The technique gives all participants an equal voice in the process by displaying visually the collective
thoughts and concerns contributed.
The process ensures equal weights of votes and comments contributed across all participants.

Preserving Marine Related Activities and Businesses in Newport Harbor
The Process
▪Reviewed previous research, documents and results as they related to this objective
▪Conducted multiple work sessions including the Newport Beach Chamber Marine Committee,
Harbor Commission Subcommittee and members of the public
▪Met with additional constituents and harbor stakeholders
▪Obtained full Harbor Commission approval of recommendations in three categories:
1) Critical waterfront businesses/services
2) Elements of a successful harbor
3) Businesses/Service appropriate for Mariner’s Mile
▪Presented findings to Planning Commission and Community Development (February 2017)
