ATTACHED IS A MAP SHOWING THE NORTHERLY PORTION OF BACK BAY DRIVE
PROPOSED TO BE REALIGNED.
THE CITY COUNCIL CONSIDERED THE PROPOSED REALIGNMENT OF THE NORTHERLY
PORTION OF BACK BAY DRIVE AT SEVERAL MEETINGS IN MAY AND JUNE OF 1963. 01,
JUNE 10, 1963, THE FOLLOWING MINUTE ACTION WAS APPROVED "THE PROPOSAL FOR THE
REALIGNMENT OF A PORTION OF BACK BAY DRIVE, AS SUBMITTED BY THE IRVINE COMPANY,
WAS APPROVED IN PRINCIPLE AND THE STAFF WAS INSTRUCTED TO. PREPARE THE NECESSARY
DOCUMENTS FOR COUNCIL CONSIDERATION AT THE PROPER TIME." THE PROPOSAL NOW BEFORE
THE COUNCIL IS THE SAME AS APPROVED AT THAT TIME. ON SEPTEMBER 10, 1963, THE
CITY COUNCIL APPROVED THE FINAL MAP OF TRACT 5018 WHICH IS THE MOST NORTHERLY
SUBDIVISION OF THE 4 THAT HAVE BEEN APPROVED. A PORTION OF EASTBLUFF DRIVE
WHICH WAS DEDICATED ON TRACT 5018 OVERLAPS PART OF WHICH IS PRESENTLY BACK BAY
DRIVE.
AFTER THC COUNCIL MEETING OF JUNE 1O, 1963, THE DEVELOPERS REQUESTED
PERMISSION TO' PROCEED WITH THE GRADING OF THE NORTHERLY AREA WHICH WOULD REQUIRE
THE BLOCKING OF A PORTION OF BACK BAY DRIVE. THEY WERE ADVISED BY THE PUBLIC
WORKS DEPARTMENT THAT THIS COULD NOT BE DONE WITHOUT COUNCIL APPROVAL. CONSE-
QUENTLY, THE DEVELOPERS EXPLAINED THE PROBLEM TO THE COUNCIL AT THEIR STUDY
SESSION ON JUNE 24, 1963 AND REQUESTED AUTHORIZATION TO PROCEED WITH THE GRADING.
ALTHOUGH NO FORMALIACTION WAS TAKEN, IT WAS THE STAFF 1S UNDERSTANDING THAT THE
COUNCIL WAS AGREEABLE TO THE MATTER .BEING HANDLED ADMINISTRATIVELY.: AS A RESULT
A LETTER WAS WRITTEN BY THE PUBLIC WORKS DEPARTMENT ON JULY 17, 1963 TO MACCO-'
LUSK STATING THAT "PERMISSION IS GRANTED TO CLOSE TEMPORARILY BACK BAY DRIVE DURING
CONSTRUCTION OF YOUR SUBDIVISIONS IN THE ADJACENT AREA." IT WAS FURTHER STIPULA-
TED IN THE LETTER THAT 11 SHOULD THE PROPOSED VACATION OF BACK BAY DRIVE NOT BE
APPROVED, IT WILL BE NECESSARY TO RESTORE THE STREET TO ITS ORIGINAL CONDITION AFTER
CONSTRUCTION HAS BEEN COMPLETED."

THE AGREEMENT NOW BEFORE THE COUNCIL STIPULATES THAT BACK BAY DRIVE AS
REALIGNED IS TO BE GRADED AND PAVED AND OPEN TO TRAFFIC WITHIN 90 DAYS AFTER
APPROVAL. IT SHOULD ALSO BE NOTED THAT THE AGREEMENT DOTES NOT IN EFFECT VACATE
THE NORTHERLY PORTION OF BACK BAY 'DRIVE, BUT STIPULATES THAT THE COUNCIL WILL COM-
MENCE VACATION PROCEEDINGS WITHIN 90 DAYS.

I reed in the paper tiA t there might be some
more realigning of the road on the east side of the
bluff up on the back bay. I would like to go on
record against any ouch realignment or abandonment
of this road.
I have discussed this back bay road with many
people and they are .all against any changes in the
route. We also would like to see the road kept in
better repair.
In reading about the transfer of our tidelands,
I am sure you are going to insist on an explanation
of valuese It is difficult to understand how the
Irvine Company explains the #l.b million greater value
of the land they are offering in exchange for public
tidelands worth many millions of dollars.

Dear Sire=
At least three months ago our public back bay road
was closed off to make a change in the routing of the upper
end. We should like to know when this work is to be completed
and the road opened to the public again. I believe there must
be a ruling on how long a public, dedicated road can be closed.
Surely three months is the limit.
Also, this road has been neglected long enough - it
is in need of repairs.
We have driven pest the barricades many times just to
enjoy again the beauty of this scenic drive. It is a road with
an uncomparable view, and many people of the area enjoy it.
Even with the barricades up, many people drive this .road. We
saw a group of boys (cub scouts, I believe) with their scout
masters stopped along the road, and the boys were looking for
shells, or Indian artifacts. A little further along a mother
was waiting in her car while two young boys were sitting on the
rocks fishing. Many other care were just driving slowly along -
enjoying the view and the serene, scenic beauty of the drive,
even though they must turn back at -the upper end.
We hope, for all of us, that this road will never be
a;bandonedor realigned up on top of the hill. It should remain
just as it is, winding along the wa.ter's edge. Please don't
allow it to be changed by degrees to the top, or back from the
water. Let it be kept just as it is for the enjoyment of every-
one as a release from driving the freeways and crowded highways,
and for our children and grandchildren to enjoy, too, fishing,
wading, shell -hunting and all.

At the Parks, Beaches & Recreation Commission meeting
of December 3rd, the following recommendation was made::
'Back Bay Drive, as it presently courses
through the back -bay area, offers inter-
esting possibilities of public property
access, as well as scenic drive potential.
"We respectfully request that you deny
any further requests for re -alignment of
Back Bay Drive, pending the approval of
an acceptable Back -Bay Development Plan."
