TITLE: Susan G. Komen More than Pink Walk Special Event Grant
Assignment
ABSTRACT:
On June 14, 2022, the City Council awarded a Signature Event grant to support the More
than Pink Walk. The awardee of the grant, the Orange County Affiliate of The Susan G.
Komen Breast Cancer Foundation, Inc., a California nonprofit corporation, was
subsequently dissolved on July 22, 2022. The event will now be conducted by its affiliate
entity, The Susan G. Komen Breast Cancer Foundation, Inc., a Texas nonprofit
corporation. Staff is requesting the City Council's approval of an assignment of the grant
award to The Susan G. Komen Breast Cancer Foundation, Inc., to support the Susan G.
Komen More than Pink Walk.
RECOMMENDATION:
a) Determine this action is exempt from the California Environmental Quality Act (CEQA)
pursuant to Sections 15060(c)(2) and 15060(c)(3) of the CEQA Guidelines because
this action will not result in a physical change to the environment, directly or indirectly;
b) Approve assignment of the Special Event Grant for the Susan G. Komen More than
Pink Walk to The Susan G. Komen Breast Cancer Foundation, Inc.; and
c) Authorize the Recreation & Senior Services Director to sign the Grant Agreement for
the Susan G. Komen Breast Cancer Foundation, Inc.
DISCUSSION:
Pursuant to Council Policy A-12, the City of Newport Beach (City) annually awards
Community Programs Grants to local organizations that serve Newport Beach residents
and Special Event Grants to provide financial assistance to Newport Beach based
community events, deeming these grants to be beneficial to residents' quality of life.

On June 14, 2022, City Council authorized the Community Programs and Special Event
Grants Recommendations for Fiscal Year 2022-23. One of the Special Event Grants,
Susan G. Komen More than Pink Walk, was approved for the Orange County Affiliate of
the Susan G. Komen Breast Cancer Foundation, Inc. Subsequently, on July 22, 2022,
the entity was dissolved and the event director, Robin Walker, requested the Special
Event Grant be assigned to an affiliate entity, The Susan G. Komen Breast Cancer
Foundation, Inc. The Susan G. Komen More than Pink Walk will be conducted in the
same manner as originally planned and The Susan G. Komen Breast Cancer Foundation,
Inc. would be the responsible entity for all the grant conditions and requirements.
FISCAL IMPACT:
The adopted budget includes funding for the Special Events Grants and the
recommended amounts were approved by City Council on June 14, 2022. The grant
amount of $10,000.00 will be expensed to the Signature Event account under the City
Manager's Office, 01020202-821017.
ENVIRONMENTAL REVIEW:
Staff recommends the City Council find this action is not subject to the California
Environmental Quality Act (CEQA) pursuant to Sections 15060(c)(2) (the activity will not
result in a direct or reasonably foreseeable indirect physical change in the environment)
and 15060(c)(3) (the activity is not a project as defined in Section 15378) of the CEQA
Guidelines, California Code of Regulations, Title 14, Chapter 3, because it has no
potential for resulting in physical change to the environment, directly or indirectly.
NOTICING:
The agenda item has been noticed according to the Brown Act (72 hours in advance of
the meeting at which the City Council considers the item).
