TITLE: Balboa Boulevard Median Improvements (Project No. 19R11) —
Notice of Completion for Contract No. 7629-2
ABSTRACT:
On November 30, 2021, the City Council awarded Contract No. 7629-2 for the Balboa
Boulevard Median Improvements project to Green Giant Landscape, Inc. The work is now
complete and staff requests City Council acceptance and close out of the contract.
RECOMMENDATION:
a) Accept the completed work and authorize the City Clerk to file a Notice of Completion
for the project;
b) Authorize the City Clerk to release the Labor and Materials Bond 65 days after the
Notice of Completion has been recorded in accordance with applicable portions of
Civil Code; and
c) Release Faithful Performance Bond one year after acceptance by the City Council.

This project included removing the existing raised medians, median curbs, and old
parking meter posts and foundations on Balboa Boulevard between 12th Street and
Medina Way; modifying the existing storm drain infrastructure; constructing new raised
medians and median curbs; installing new median hardscaping and landscaping to match
the aesthetics of the medians between 21st Street and 12th Street; installing a new
irrigation system in the medians; repaving the parking lanes; slurry sealing the roadway;
and modifying and installing new street signs and pavement striping.

The contracted work has now been completed to the satisfaction of the Public Works
Department. A summary of the construction cost is as follows:
Original Bid Amount: $ 1,488,767.00
Actual Cost of Bid Items Constructed: $ 1,429,496.20
Total Change Orders: $ 118,656.39
Final Total Contract Amount: $ 1,548,152.59
The final total contract amount was $1,548,152.59, which was approximately 3.99 percent
higher than the original bid amount. This cost increase was primarily due to additional
work requested by City staff, such as repaving the parking lanes within the project limits,
planting additional trees, and installing stakes on the newly planted trees. There was
quantity reduction in some of the bid items, thus a reduction in the cost of awarded work
provided. Between the reduction in the Awarded Contract Amount and the added Change
Orders, the Total Contract Change was $59,385.59.
A summary of the project schedule milestones is as follows:

Although Green Giant Landscape, Inc. completed the project within budget, the contractor
had schedule delays and completed the project behind the original baseline schedule.
Green Giant Landscape, Inc. had difficulty adhering to the order of operations shown on
its baseline schedule, making project management and inspection challenging. The
contractor had difficulties providing adequate laborers to complete the project on
schedule. Green Giant Landscape, Inc. encountered various material shortages due to
supply chain issues, such as concrete, which further delayed the progression of work. In
addition, the City was also administering a separate joint underground utility construction
project at the same location and coordination between the two projects added to the
delays. Due to the supply chain issues and the additional contractor working in the area,
additional working days were granted to the contractor and the project was substantially
complete by August 15. Several positive comments from the community have been
received in spite of the delays noted above.
The contractor will return to the project site in spring 2023 to remove the remaining lodge
poles currently installed at several median trees. At that time, the contractor will also
reinstall the tree grates that were removed during construction to accommodate the lodge
poles. Staff had requested to keep the lodge poles installed for this extended period to
allow the median trees additional time for root establishment.

FISCAL IMPACT:
The Balboa Boulevard Median Improvements project was funded with the FY 2021-22
CIP Budget. Design and Construction costs came in within the budgeted amount of
$1,850,000. Funds for the construction contract were expended from the following
account(s):

ENVIRONMENTAL REVIEW:
On November 30, 2021, the City Council found this project exempt from the California
Environmental Quality Act (CEQA) pursuant to Section 15301, Class 1 (maintenance of
existing public facilities involving negligible or no expansion of use) of the CEQA
Guidelines, California Code of Regulations, Title 14, Chapter 3, because it has no
potential to have a significant effect on the environment.
NOTICING:
The agenda item has been noticed according to the Brown Act (72 hours in advance of
the meeting at which the City Council considers the item).
