Honorable City Council members,
My name is Natalie Schuman and I am submitting a public comment on behalf of UNITE HERE
Local 11, the hospitality workers union. We represent 30,000 stadium, airport food concession,
and hotel workers in Southern California and Arizona, including the workers at the Balboa Bay
Club. We have some questions about this project. Affordable access to the coast is very
important to our members, who often cannot afford to live near where they work, nor even stay
overnight in the same area.
Chapter 21.48 of the Newport Beach Municipal Code requires that any application involving the
development of new visitor accommodations or the expansion of existing visitor accomodations
undergo an analysis of feasibility of providing lower cost visitor accommodations. If the review
authority determines that the development will provide only high or moderate cost visitor
accommodations, then mitigation commensurate with the impact must be provided.
Why hasn't this project undergone a feasibility analysis? And why hasn't the City imposed
mitigation measures to address the project's lack of affordable accommodations?
During the Planning Commission meeting, staff responded to Local 11's question about this
feasibility study by referring to the mitigation imposed by the Coastal Commission during the
project's initial approval in 2015. Given that this new application proposes an expansion to
visitor accommodations, why hasn't the City conducted a feasibility study or imposed
additional mitigation measures to address the affordability of the new accommodations?

Dear Council members,
I write in opposition to the proposal to fence in Lido House Hotel. Such fencing would take away
from the community and be unattractive to the pedestrians and other residents of the area.
