TITLE: Ordinance No. 2022-24: Designating Portions of Fernleaf Avenue,
Goldenrod Avenue and Dahlia Avenue in Corona del Mar as
One -Way Streets
ABSTRACT:
On April 12, 2022, the City Council directed staff to install traffic signs and markings to
implement a trial one-way designation of Fernleaf Avenue between Seaview Avenue and
Ocean Boulevard for a six-month trial observation period. The observation period is
complete, and staff recommends that Fernleaf Avenue be permanently designated as a
one-way street in the southbound direction. Additionally, now the residents on Goldenrod
Avenue and Dahlia Avenue have recently submitted petitions requesting that both
Goldenrod Avenue and Dahlia Avenue between Ocean Boulevard and Seaview Avenue
be made one-way streets in the northbound direction. Staff has reviewed these requests
and in this particular case, where they are adjacent streets and complement the Fernleaf
one-way segment by serving as a couplet, staff recommends introducing an ordinance to
designate portions of Fernleaf Avenue, Goldenrod Avenue and Dahlia Avenue in Corona
del Mar as permanent one-way streets.
RECOMMENDATION:
a) Determine this action is exempt from the California Environmental Quality Act (CEQA)
pursuant to Sections 15060(c)(2) and 15060(c)(3) of the CEQA Guidelines because
this action will not result in a physical change to the environment, directly or indirectly;
and
b) Waive full reading, direct the City Clerk to read by title only, introduce Ordinance
No. 2022-24, An Ordinance of the City Council of the City of Newport Beach,
California, Amending Section 12.52.040 (Corona del Mar) of the Newport Beach
Municipal Code to Designate Portions of Streets as One -Way Traffic Only, and pass
to second reading on November 29, 2022.

DISCUSSION:
On April 12, 2022, the City Council directed staff to install traffic signs and markings to
implement a trial one-way designation of Fernleaf Avenue between Seaview Avenue and
Ocean Boulevard in Corona del Mar for a six-month trial observation period. Traffic signs
and pavement markings establishing the one-way operation were installed in May of this
year.
Traffic counts were collected before the trial period between February 15 — February 19.
After the six-month trial period, traffic counts were collected between October 19 —
October 22. During the trial and observation period, it was determined that northbound
traffic was diverted to both Goldenrod Avenue and Dahlia Avenue, which are directly
adjacent and parallel to Fernleaf Avenue. The traffic diversion is the direct result of the
one-way southbound operation of Fernleaf Avenue.
Residents on both Goldenrod Avenue and Dahlia Avenue have now submitted petitions
requesting that the portions of these streets between Ocean Boulevard and Seaview
Avenue be designated as one-way northbound streets. Their concerns are related to
safety issues associated with the increased traffic volumes.
As noted in April of this year, the segment of Fernleaf Avenue between Seaview Avenue
and Ocean Boulevard is somewhat unique because it provides direct access from
Bayside Drive to Ocean Boulevard, China Cove, and Corona del Mar State Beach via the
Fernleaf ramp. Observations of Fernleaf Avenue show that the street can safely operate
in the one-way southbound direction. Minimal wrong -way traffic was noted.
As part of the review, staff considered the potential impact for further diversion to other
area streets such as Heliotrope Avenue and Carnation Avenue. Both of those streets are
two blocks from the primary access road into the area, the Fernleaf Avenue ramp. Based
on the percentage increases in northbound traffic on Goldenrod Avenue and Dahlia
Avenue, it is not anticipated that either Carnation Avenue or Heliotrope Avenue will see
any significant changes to traffic volumes.
Staff recommends that Fernleaf Avenue, Goldenrod Avenue and Dahlia Avenue be
designated as one-way streets. An alternating pattern of one-way street operation
between these three streets will more evenly distribute traffic than a designation of
one-way on Fernleaf Avenue only.
As a related note, the idea of designating many streets throughout Corona del Mar as
one-way has been studied and discussed at various times in the past, and recently this
concept has again been raised in the community for discussion. After participating in
several of the recent community discussions, staff believes there is still no overwhelming
support in the community for implementation of a comprehensive, one-way street layout
in Corona del Mar.

FISCAL IMPACT:
The adopted budget includes sufficient funding for the installation of the necessary traffic
signs and markings. It will be expensed to the Public Works Department, General Fund
operating budget.
ENVIRONMENTAL REVIEW:
Staff recommends the City Council find this action is not subject to the California
Environmental Quality Act (CEQA) pursuant to Sections 15060(c)(2) (the activity will not
result in a direct or reasonably foreseeable indirect physical change in the environment)
and 15060(c)(3) (the activity is not a project as defined in Section 15378) of the CEQA
Guidelines, California Code of Regulations, Title 14, Chapter 3, because it has no
potential for resulting in physical change to the environment, directly or indirectly.
NOTICING:
The agenda item has been noticed according to the Brown Act (72 hours in advance of
the meeting at which the City Council considers the item).

AN ORDINANCE OF THE CITY COUNCIL OF THE CITY
OF NEWPORT BEACH, CALIFORNIA, AMENDING
SECTION 12.52.040 (CORONA DEL MAR) OF THE
NEWPORT BEACH MUNICIPAL CODE TO DESIGNATE
PORTIONS OF STREETS AS ONE-WAY TRAFFIC ONLY
WHEREAS, Section 200 of the City of Newport Beach ("City") Charter vests the
City Council with the authority to make and enforce all laws, rules, and regulations with
respect to municipal affairs subject only to the restrictions and limitations contained in
the Charter and the State Constitution, and the power to exercise, or act pursuant to
any and all rights, powers and privileges, or procedures granted or prescribed by any
law of the State of California, -
WHEREAS, Section 12.52.010 (Placement of Appropriate Signs) of the Newport
Beach Municipal Code ("NBMC") establishes that an ordinance or resolution of the City
may designate any one-way street or alley, and that the City Traffic Engineer shall place
and maintain signs giving notice thereof;
WHEREAS, Section 12.52.040 (Corona del Mar) of the NBMC designates one-
way streets and alleys in Corona del Mar;
WHEREAS, on April 12, 2022, the City Council approved a trial one-way
designation of Fernleaf Avenue between Seaview Avenue and Ocean Boulevard for a
six-month trial observation period;
WHEREAS, traffic data has been collected and observations indicate that
Fernleaf Avenue can effectively operate as a one-way street;
WHEREAS, the residents of Fernleaf Avenue have requested that the segment
of Fernleaf Avenue between Seaview Avenue and Ocean Boulevard be permanently
designated as a one-way street in the southbound direction, as shown in Exhibit "A",
attached hereto and incorporated herein;
WHEREAS, the traffic data collected during the trial period indicates that the trial
one-way street designation of Fernleaf Avenue caused a diversion of traffic volumes to
the adjacent parallel segments of Goldenrod Avenue and Dahlia Avenue;
WHEREAS, the residents of Goldenrod Avenue and Dahlia Avenue have
requested that Goldenrod Avenue and Dahlia Avenue between Ocean Boulevard and
Seaview Avenue be designated as one-way streets in the northbound direction, as

shown in Exhibit "A", to address their safety concerns and to improve access/egress to
and from the Corona del Mar beach area; and
WHEREAS, Hazel Drive from Poppy Avenue to East Coast Highway southbound
is one-way for only a portion that segment and Section 12.52.040 should be amended
accordingly.
NOW THEREFORE, the City Council of the City of Newport Beach ordains as
follows:
Section 1: Section 12.52.040 (Corona del Mar) of the NBMC is amended and
replaced in its entirety with the following:
12.52.040 Corona del Mar.
The following streets and alleys shall be one-way streets and alleys in the direction
indicated:
First alley southerly of and parallel to East Coast Highway between Marguerite Avenue
and Marigold Avenue. Eastbound traffic only.
Avocado Avenue between Waterfront Drive and Pacific Drive. Northeast bound traffic
only.
Dahlia Avenue from Ocean Boulevard to Seaview Avenue. Northbound traffic only.
Fernleaf Avenue from Seaview Avenue to Ocean Boulevard. Southbound traffic only.
Goldenrod Avenue from Ocean Boulevard to Seaview Avenue. Northbound traffic only.
Hazel Drive from East Coast Highway southerly to Poppy Avenue. Southbound traffic
only.
Hazel Drive from Poppy Avenue to the alley north of East Coast Highway. Southbound
traffic only.
Pacific Drive between Acacia Avenue and Avocado Avenue. Northwest bound traffic
only.

Section 2: The recitals provided in this ordinance are true and correct and are
incorporated into the substantive portion of this ordinance.
Section 3: If any section, subsection, sentence, clause or phrase of this
ordinance is for any reason held to be invalid or unconstitutional, such decision shall not
affect the validity or constitutionality of the remaining portions of this ordinance. The
City Council hereby declares that it would have passed this ordinance and each section,
subsection, sentence, clause or phrase hereof, irrespective of the fact that any one or
more sections, subsections, sentences, clauses or phrases be declared invalid or
unconstitutional.
Section 4: The City Council finds the introduction and adoption of this
ordinance is not subject to the California Environmental Quality Act ("CEQA") pursuant
to Sections 15060(c)(2) (the activity will not result in a direct or reasonably foreseeable
indirect physical change in the environment) and 15060(c)(3) (the activity is not a
project as defined in Section 15378) of the CEQA Guidelines, California Code of
Regulations, Title 14, Division 6, Chapter 3, because it has no potential for resulting in
physical change to the environment, directly or indirectly.
Section 5: Except as expressly modified in this ordinance, all other sections,
subsections, terms, clauses and phrases set forth in the Newport Beach Municipal Code
shall remain unchanged and shall be in full force and effect.

Section 6: The Mayor shall sign and the City Clerk shall attest to the passage
of this ordinance. The City Clerk shall cause the ordinance, or a summary thereof, to be
published pursuant to City Charter Section 414. This ordinance shall be effective thirty
(30) calendar days after its adoption.
This ordinance was introduced at a regular meeting of the City Council of the City
of Newport Beach held on the 15th day of November, 2022, and adopted on the 29tn
day of November, 2022, by the following vote, to -wit:

Newport City Council:
The residents of the Flower Streets of Corona Del Mar, specifically those residing on Goldenrod Ave
between Seaview Ave and Ocean Blvd, cordially request that Goldenrod Ave between Ocean Blvd and
Seaview Ave be made One Way from Ocean Blvd to Seaview Ave. There are several reasons for this
request. Among them are:
• Numerous accidents over the years to parked cars as a result of two vehicles trying to traverse
the 30' ft wide street when cars are parked on both sides of the street. I am the latest victim,
having incurred approx. $7,500 damage to my car approx. a month ago.
• 100% of residents of the 24 residential homes have signed the petition to make Goldenrod Ave
One Way. They are passionate in their request. The petition used was the same as Fernleaf.
• Making Goldenrod Ave One Way will actually improve access/egress to and from the beach.
• We believe making Goldenrod Ave One Way will allow for a Bike Lane to be added.
• Will emotionally improve attitudes of vehicle travelers on Goldenrod.
I look forward to my meeting with Tony Brine on Tuesday, July 26t" and hope it will result in our petition
being heard by the City Council.
