TITLE: FY2021-22 Traffic Signal Rehabilitation Project (Project No. 22T01)
— Notice of Completion for Contract No. 8746-1
On November 16, 2021, the City Council awarded Contract No. 8746-1 for the Fiscal Year
2021-22 Traffic Signal Rehabilitation Project to International Line Builders, Inc. dba
ILB Electric. The project focused on the rehabilitation of traffic signals on Newport Coast
Drive. The work is now complete and staff requests City Council acceptance and close
out of the contract.
RECOMMENDATION:
a) Accept the completed work and authorize the City Clerk to file a Notice of Completion
for the project;
b) Authorize the City Clerk to release the Labor and Materials Bond 65 days after the
Notice of Completion has been recorded in accordance with applicable portions of
Civil Code; and
c) Release Faithful Performance Bond one year after acceptance by the City Council.

The work consisted of replacing aging poles, cabinets, equipment and wiring to maintain
the existing traffic signal operation and increase the reliability of the traffic signal system.
Included as part of the contract, underground exploration work (potholing) and the
procurement of traffic signal poles were expedited, due to the forecasted, long lead time
of six to eight months. This project consisted of the following four locations:
• Newport Coast Drive at Pacific Pines Drive/Vista Ridge Road
• Newport Coast Drive at Pelican Hill Road North/Ocean Ridge Drive
• Newport Coast Drive at Provence
• Newport Coast Drive at Pelican Hill Road South/Tuscany
Lead times for much of the equipment were extended by lingering issues from the events
of the last two years, such as severe chip shortages, supply chain challenges, and a
heavily impacted labor market. This also presented difficulties in scheduling of critical
work being performed by subcontractors. Contract suspensions and time extensions were
granted to accommodate for these delays.
The contracted work has now been completed to the satisfaction of the Public Works
Department. A summary of the construction cost is as follows:

Final Total Contract Amount: $ 732,301.29
The total contract amount was $732,301.29, approximately 0.1 percent lower than the
original bid amount. During the project, some work was able to be deleted and some
additional work was required via contract change orders to complete the project, including
additional potholing, cabling, loops and concrete demolition.

Due to the long lead time for critical equipment, such as the traffic signal poles and
cabinets, the project was suspended once material orders were placed. Work
commenced once equipment was delivered. Time required for additional work was
accounted for via contract change orders.

FISCAL IMPACT:
The Traffic Signal Rehabilitation Project was funded with the FY 2021-22 Capital
Improvement Program (CIP) Budget. Construction costs came in within the budgeted
amount of $750,000. Funds for the construction contract were expended from the
following account:

On November 16, 2021, the City Council found this project exempt from the California
Environmental Quality Act (CEQA) pursuant to Section 15060(c)(2) (the activity will not
result in a direct or reasonably foreseeable indirect physical change in the environment)
and 15060(c)(3) (the activity is not a project as defined in Section 15378) of the CEQA
Guidelines, California Code of Regulations, Title 14, Chapter 3, because it has no
potential for resulting in physical change to the environment, directly or indirectly.
NOTICING -
The agenda item has been noticed according to the Brown Act (72 hours in advance of
the meeting at which the City Council considers the item).
