Webb, Public Works Director - 949-644-3311, dawebb@newportbeachca.gov PREPARED BY: Andy Tran, Senior Civil Engineer, atran@newportbeachca.gov PHONE: 949-644-3315 TITLE: East Coast Highway and Marguerite Avenue Pavement Rehabilitation (Project No. 21 R12) — Notice of Completion for Contract No. 7807-2 ABSTRACT: On November 30, 2021, the City Council awarded Contract No. 7807-2 for the East Coast Highway and Marguerite Avenue Pavement Rehabilitation project to All American Asphalt. The work is now complete and staff requests City Council acceptance and close out of the contract. RECOMMENDATION: a) Accept the completed work and authorize the City Clerk to file a Notice of Completion for the project; b) Authorize the City Clerk to release the Labor and Materials Bond 65 days after the Notice of Completion has been recorded in accordance with applicable portions of Civil Code; and c) Release Faithful Performance Bond one year after acceptance by the City Council. DISCUSSION: Overall Contract Cost/Time Summary Awarded Contract Final Total Contract Total Contract Percent Contract Amount Amount Change Amount Cost Change $3,363,056.00 $3,600,316.00 +$237,260.00 +7.1 % Allowed Contract Time + Approved 160 Actual Time Used (Days) 158 Extensions (Days) _ East Coast Highway and Marguerite Avenue Pavement Rehabilitation (Project No. 21 R12) — Notice of Completion for Contract No. 7807-2 November 29, 2022 Page 2 This project included cold milling and overlaying the existing asphalt concrete street pavement with new rubberized asphalt concrete pavement; reconstructing deteriorated concrete sidewalks, curbs, gutters, and access ramps; adjusting utility boxes to grade; installing new traffic signs; restriping the pavement; and other appurtenant items of work. The contracted work has now been completed to the satisfaction of the Public Works Department. A summary of the construction cost is as follows: Original Bid Amount: $ 3,363,056.00 Actual Cost of Bid Items Constructed: $ 3,264,876.20 Total Change Orders: $ 335,439.80 Final Total Contract Amount: $ 3,600,316.00 The final total contract amount was $3,600,316.00, which was approximately 7.1 percent higher than the original bid amount. This cost increase was primarily due to contract change orders for additional concrete improvements required to reconstruct sidewalks, driveways and access ramps along East Coast Highway. The increase in cost was also attributed to the unforeseen poor subgrade material on Marguerite Avenue that was encountered during construction, which required removing additional material and placing thicker structural pavement sections. A summary of the project schedule milestones is as follows: Estimated Start of Construction per Annual Baseline Schedule January 3, 2022 Actual Start of Construction Per Notice to Proceed January 26, 2022 Extended Contract Completion Date Inclusive of Extra Work October 25, 2022 Actual Substantial Construction Completion Date October 21, 2022 The construction schedule for East Coast Highway was extended to accommodate additional change order work for installing additional green thermoplastic bike legends, abandoning a sewer manhole, and installing a new sewer cleanout. Additional working days were granted to ensure that change order work was completed after the busy summer season to minimize traffic delays. NOTICING: The agenda item has been noticed according to the Brown Act (72 hours in advance of the meeting at which the City Council considers the item).
